The crime watchdog NGO leader was shot at in Jempol, Negri Sembilan last Saturday by two men on a motorcycle.
He has been transferred to four hospitals since.
"His condition is improving. The bullet but not causing problems at this moment," Subramaniam said.
"The reason why surgery has not been done is because the acute problem is not so much with the bullet, but the damage it has caused in reaching where it is now."
Subramaniam said that any delay in treating Sanjeevan was purely on medical grounds, and the same procedures would be followed "for the prime minister or someone of his stature."
