IGP claim crime rate reduction by 32%, but promotes crime by their inaction. Why? Linked to under world?

Indian family lives in fear. Former kidnap victim still receives death threats from abductors, asks police why they are still at large. RM 100,000 ransom paid but Subramaniam of Penang still got five death threats phone calls. 
He said Penang deputy chief police officer Senior Asst Comm I Datuk Tun Hisan Tun Hamzah had, in February, assured him that investigations were ongoing. 
But the crimes are still ongoing. 
This is just the tip of the iceberg of suspected police partners in crime cases or bribe prone police personnel but the IGP and the police top brass do their usual wayang kulit illusion that the crime rate has dropped by 32% since January (The Star 12/5/10 at page N8).
