KUALA LUMPUR, Jan 20 — Sensational coverage of the ongoing royal inquiry into Sabah’s foreign population explosion could spark unnecessary tension, its chief minister Datuk Seri Musa Aman reminded journalists as witness testimonies of illegal immigrants being fast-tracked for citizenship is raising the mercury ahead of Election 2013.
Questions are being asked of the ruling Barisan Nasional’s (BN) role over the last two decades in failing to stem the flood of illegal immigrants into Malaysia’s easternmost state, which has seen its population grow from just over 630,000 in 1970 to over 3.1 million in 2010 — more than double the national standard.
“Many sensitive issues have been raised by the Royal Commission of Inquiry (RCI) on illegal immigrants that is currently being held.
“We cannot interfere in the deliberations and the testimonies in the continuing hearing. We also should not rush into any conclusions while the Inquiry is proceeding,” said Musa (picture) in a brief six-paragraph media statement to The Malaysian Insider last night.
The state’s longest-serving chief minister urged reporters to be mindful of their coverage of the RCI, “to avoid bringing about any kind of unnecessary tension among the public”.
“The government has no control over editorial content. We believe in the freedom of the press,” said the 61-year-old, who has been in office since March 2003.
“At the same time, in a sensitive situation such as the RCI, sensational coverage will not bring any positive results or effects for the state of Sabah or the country as a whole,” he added.
Musa had also made a similar request last week at a closed-door meeting with state English-language media representatives from New Sabah Times, Daily Express, The Borneo Post, andBN-controlled newspapers New Straits Times (NST) and The Star, as well as national news agency Bernama.
The issue of illegal immigrants has turned emotive among Sabah natives like the Kadazandusun and Murut communities, many of whom feel that the state has been robbed of its sovereignty through the massive influx of foreigners from neighbouring Philippines and Indonesia.
It is no secret that Sabahans are angry and want these foreigners shipped back to their home countries in one way or another. They also often blame the immigrants for robbing them of job opportunities and for the rise in the state’s social, economic and security problems.
Recent statistics from a 2010 census of Sabah’s population showed an extraordinary 390 per cent increase from 636,431 citizens in 1970 to 3,120,040 citizens in 2010, more than double the national population growth of just 164 per cent.
About 28 per cent of Sabah’s 3.2 million-strong population are foreigners, numbering at 889,000 people.
Tun Dr Mahathir Mohamad, Malaysia’s longest-serving prime minister who was in power from 1981 to 2003, has been accused of spearheading the so-called “Project IC”, in which citizenships were allegedly given to immigrants for their votes.
But former Sabah Chief Minister Tan Sri Harris Salleh, who administered the state from 1976 to 1985, has denied the existence of “Project IC”.
Dr Mahathir had last Thursday admitted to granting citizenship to foreigners during his tenure, but insisted it was all done according to the law. He has also said he is willing to testify to that before the RCI if subpoenaed.
The citizenship-for-votes allegation is one of the key issues that has been raised in the run-up to Election 2013, which must be called by April when the ruling Barisan Nasional’s mandate expires.
The public inquiry in Kota Kinabalu that kicked off on January 14 is chaired by former Chief Judge of Sabah and Sarawak Tan Sri Steve Shim Lip Kiong.
A total of 167 witnesses are expected to be called to testify, according to Prime Minister Datuk Seri Najib Razak, who finally agreed to set up a royal inquiry last year.
The royal panel has until March to wrap up its investigation.
The hearing will resume on January 28.

SEJAK beberapa hari ini, saya melayari intenet dan membaca suratkhabar. Banyak laporan serta tulisan mengenai krisis kepemimpinan yang berlaku di Pulau Pinang, negeri diperintah pembangkang yang kini menuju kepada perpecahan.

Ramai pemimpin kerajaan dan pembangkang sudah mengulas mengenainya. Masing-masing dengan hujah dan pendapat masing-masing.
Bagi saya, apa yang berlaku di Pulau Mutiara itu menunjukkan ketidakupayaan pembangkang untuk bekerjasama menuju matlamat yang sama kerana ketiga-tiga parti, iaitu DAP, Pas dan Parti Keadilan Rakyat (PKR) berlainan ideologi dan perjuangan.

Masing-masing mahu mengejar kepentingan dan `political mileage'. Krisis yang tercetus sememangnya sudah dijangkakan kerana sejak awal lagi ketiga-tiga parti berbeza pendapat dan berlainan fahaman biarpun dianggap "tidur sebantal."
Begitupun bagi BN, apa yang berlaku tidak harus melalaikan untuk terus bekerja demi rakyat. Pimpinan BN mesti bersikap proaktif supaya tidak terperangkap dan terlena dalam kemelut yang dihadapi oleh parti pembangkang itu.
Yang penting, BN mesti memperkasakan perjuangan secara berterusan kerana rakyat sentiasa memerhati dan mengikuti gerak-geri kita.

Rakyat kini mempunyai pilihan, iaitu pakatan pembangkang dan Barisan Nasional. Secara jelas, antara Barisan Nasional dan pakatan pembangkang, wujud jurang yang begitu ketara sama ada dari segi prinsip, fahaman, pendekatan mahupun agenda perjuangan.
Berbanding pembangkang yang tidak kelihatan wawasannya, Barisan Nasional kini telah mempunyai tonggak gagasan 1Malaysia, yang mendahulukan rakyat dan mengutamakan pencapaian.

Sementara krisis di Pulau Pinang itu membuka mata ramai orang terhadap senario politik kepartian pembangkang, ia tidak pula boleh dianggap sebagai satu kemenangan buat Barisan Nasional semata-mata.
Kita mesti bekerja secara berterusan, tanpa henti. Rekod pemerintahan yang dilaksanakan Barisan Nasional harus menjadi contoh dan asas perbandingan dengan apa yang termampu dilakukan oleh pembangkang.

Sebenarnya kecaman terbuka oleh pemimpin-pemimpin pakatan pembangkang negeri terbabit sendiri terhadap Ketua Menteri, Lim Guan Eng, sudah mencapai tahap yang serius, apabila pelbagai istilah dilemparkan ke atasnya.
Anggota Parlimen Bayan Baru, Datuk Seri Zahrain Mohamed Hashim, yang juga bekas Pengerusi PKR Pulau Pinang melabelkan Lim sebagai diktator, cauvinis dan berfikiran komunis kerana sikapnya tidak suka dikritik.

Jelasnya, rakyat telah memberi peluang kepada BN dan parti pembangkang untuk menjadi kerajaan, dan PRU-13 bukan medan untuk uji kaji, tetapi masa untuk rakyat melihat rekod kedua-dua pihak.

Sementara itu, Pengerusi Badan Perhubungan Umno Kelantan Datuk Seri Mustapa Mohamed berkata beliau yakin BN mampu menguasai kembali negeri itu daripada PAS berdasarkan mood rakyat yang menuntut perubahan dilakukan.

Daripada 45 kerusi DUN Kelantan, BN menguasai tujuh kerusi, manakala pembangkang 38 kerusi.

Keseluruhan Pulau Pinang mempunyai 345 peti undi dengan 150 daripadanya adalah kawasan majoriti Melayu. BN Pulau Pinang kini menguasai 11 daripada 40 kerusi DUN.

Ketika ini BN menguasai 21 kerusi, manakala pembangkang 34 kerusi, dan satu diwakili wakil rakyat Bebas.

Sementara itu, Menteri Besar Perak Datuk Seri Dr Zambry Abdul Kadir berkata BN yakin dapat mempertahan Perak pada pilihan raya umum akan datang, berdasarkan kejayaan strategi yang dilaksanakan sepanjang lebih tiga tahun memerintah negeri itu.
"InsyaAllah, apabila diberi amanah untuk mengepalai negeri ini, tentu kami mempunyai strategi taktikal, peralatan perang dan sebagainya, dan BN yakin dapat mempertahan kedudukannya di Perak," katanya.
BN Perak pada masa ini mempunyai 28 kerusi DUN, pakatan pembangkang 27 manakala wakil Bebas pula empat kerusi.

Instead of making conclusion, we should wait for all 167 witnesses to give their statement.
The culprits behind this must be caught and serious action must be taken against them.
The government has contributed a lot towards the state development. We should not forget about that.
The opposition will say anything just to get the people confuse. Even the opposition are not perfect. Evaluate each party wisely.
Hopefully this issue will resolved before election comes.
The opposition are known to give unrealistic promises. unlike the government, they promise something that they are able to do .

A big chunk of the Federal Government’s allocation for education under the Special Stimulus Package will go to schools in Sabah
RM95.9 million will be disbursed to 283 government schools and RM3.7 million will go to 74 missionary schools.
The 70 Chinese schools in Sabah will receive RM10.8 million and two government assisted religious schools will be given RM1.5 million
This is meant to finance construction, upgrading and maintenance works at the identified schools, with priority given to repairing schools categorized as badly damaged

Apart from development allocation, the government-aided schools also receive various other forms of assistance.

Tindakan pembangkang mempolitikkan keterangan beberapa saksi pertama prosiding Suruhanjaya Siasatan Diraja (RCI) mengenai pendatang tanpa izin di Sabah tidak akan membantu masyarakat negeri itu.
Ketua Puteri UMNO yang juga Ahli Parlimen Papar, Datuk Rosnah Abdul Rashid Shirlin, berkata perbuatan mereka memilih keterangan seorang dua saksi bagi membangkitkan kebencian rakyat kepada kerajaan juga tidak adil kerana masih ada lebih 100 saksi bakal dipanggil.

Sabah Chief Minister Datuk Seri Musa Aman said yesterday he hoped that the opposition would not attempt to seek political mileage by playing up the federal government’s announcement on the setting up of a royal commission of inquiry on the illegal immigrant issue in Sabah.
He said political parties on both sides of the divide had sought to have the RCI set up to solve the illegal immigrant problem.
“This (setting up of the RCI) is a request made by Barisan Nasional (BN) component parties, including Umno, as well as the opposition,” he said in a statement here.
In welcoming Friday’s announcement by Prime Minister Datuk Seri Najib Tun Razak on the setting up of the RCI, Musa said it proved that the BN government under Najib’s leadership was a government that listens to the people.
He also said that the state government would extend its terms of reference to assist in the setting up of the RCI.
Meanwhile, Parti Bersatu Sabah (PBS) Youth chief Datuk Jahid Jahim said the setting up of the RCI showed the government’s seriousness in protecting the security of the people, especially in Sabah.
He said Sabah had long faced the problem of an influx of illegal immigrants and documentation issues which nearly diminished the hope and confidence of the people in the state, especially the youths, towards the government in searching for a solution to the issue.
Jahid thanked Najib for setting up the RCI and said it was a welcome Kaamatan (harvest) festival gift for the people of Sabah

Sumber tersebut memberitahu, Musa telah memanggil mesyuarat dengan media negeri termasuk wakil daripada New Sabah Times, Daily Express, The Borneo Post dan akhbar dikawal oleh Barisan Nasional seperti New Straits Times dan The Star, termasuk agensi berita nasional, Bernama.
Bekas pengarah Jabatan Pendaftaran Negara (JPN) Sabah, Ramli Kamarudin memberitahu RCI pada Rabu lalu bahawa arwah Tan Sri Megat Junid Megat Ayub yang pada ketika itu timbalan menteri dalam negeri telah memberinya arahan untuk menyediakan pendatang dengan dokumen sementara bagi membenarkan mereka mengundi dalam pilihan raya 1994.
Suruhanjaya Pilihan Raya (SPR) juga telah mengarahkan JPN Sabah untuk menukar nama 16,000 pendatang Indonesia dan Filipina di Sabah dan untuk memberi mereka kad pengenalan bagi meningkatkan jumlah pengundi Muslim, menurut bekas timbalan pengarah JPN Mohd Nasir Sgip yang memberi keterangan Rabu lalu.
Pilihan raya negeri kontroversi 1994 menyaksikan Parti Bersatu Sabah (PBS) mengalahkan BN dengan majoriti dua kerusi daripada 48 kerusi dewan undangan negeri.
Akan tetapi PBS ditendang keluar dari kerajaan negeri beberapa bulan selepas beberapa ahlinya menyertai BN.

Laporan NST hari ini tentang RCI bertajuk “Bekas pengarah JPN: G17 tidak wujud”, merujuk kepada unit didakwa wujud dalam JPN yang menyediakan kad pengenalan kepada pendatang tanpa izin.
Musa turut bertemu dengan wakil akhbar bahasa Cina dari Sabah seperti Asia Times, See Hua Daily News dan Tawau Morning Post hari ini dan meminta mereka untuk memberi “publisiti kepada BN”, menurut seorang lagi sumber yang tidak mahu dikenali.
“Beliau berharap masyarakat Cina akan menyokong BN (dalam pilihan raya umum ke 13),” tambah sumber tersebut.
