Sabah RCI witnesses at odds over testimony

Badaruddin Ismail, a former Bukit Aman special branch officer who had interviewed former Sabah National Registration Department (NRD) director Ramli Kamarudin during the crackdown on Ops Durian Buruk, has claimed that the latter had admitted to acting on his own.

This is contrary to what Ramli, supposedly the prime mover of the operation, had told the royal commission of inquiry (RCI) on immigrants in Sabah at its first session on Jan 16.

Badaruddin, now attached to the Special Branch in Kelantan, claimed that Ramli - during interviews while under detention - had said his actions were for financial gain.

azlan"He and his men issued about 16,000 identity card receipts... each was (worth) RM250, so they made more than a million ringgit in profit," he told the RCI panel in Kota Kinabalu today.

Badaruddin said Ramli had personally issued 2,000 of the receipts while the remainder were issued by his officers.

The identity card receipt is an interim document given prior to the issuance of a blue identity card, but is accepted by the Election Commission as identification to qualify for voting.

Ops Durian Buruk
allegedly involved NRD officers issuing identity card receipts to immigrants, using the particulars of voters in the electoral roll who were dead or had never voted before.

This effectively created ‘phantom’ voters, where immigrants voted in place of genuine citizens.

NONERamli, when testifying, had claimed that he had only initiated the operation after receiving instructions from then Deputy Home Minister Megat Junid Megat Ayub (left) ahead of the 1994 state election.

When conducting officer Manoj Kurup asked Badaruddin about this, the latter replied: "When I questioned him, he said no one gave him instructions, it was for his personal gain."

Pressed if this means that Ramli had lied to the commission, he replied: "Not sure".

Ramli had also said the receipts were only good for voting and nothing else.

He had explained that, because the receipt was issued to immigrants but in the name and identity card of citizens, it could not be converted into blue identity cards. Furthermore, the receipt had a three-month expiry date.

It was not explained as to why immigrants would pay RM250 just to be able to vote, but neither the conducting officers nor lawyers holding a watching brief pressed this issue.

Backing for ‘lone wolf’ theory

Also taking the stand today was Sarawak special branch chief Ibrahim Zakaria who had interviewed Ramli's predecessor Abdul Rauf Sani, who was responsible for ‘Operation G17'.

Then a Bukit Aman special branch officer, Ibrahim had interviewed Abdul Rauf in 1996 while the latter had been detained under the Internal Security Act.

Ibrahim said he had interviewed another NRD officer and a civilian, who had also been held under the ISA, but could not recall their names.

"From interviews, what I can gather (was that) it was more of gaining profit," he told the RCI panel.

On Jan 17, Abdul Rauf had testified to the commission along the same lines.

‘Operation G17', which took place at the beginning of 1990, involved issuing blue identity cards to immigrants, whether or not they were eligible. This was seen as a bid to alter the demographics in Sabah to influence the outcome of elections.

Questioned by lawyer James Ghani, who asked if Abdul Rauf had received instructions from political masters, Ibrahim replied: "He acted on his own".

Even when questioned further, Ibrahim stood firm that Abdul Rauf had not received any instructions and had only acted for money.

He said Abdul Rauf had illegally issued 6,305 blue identity cards and received RM167,300 for this.

Selepas satu demi satu isu yang dimainkan, hanyut begitu sahaja dan pendedahan menunjukkan penglibatan serius Anwar dalam rekaan isu-isu tersebut, Anwar cuba pula untuk menaikkan kemarahan rakyat Sabah menerusi isu kad pengenalan kepada pendatang asing.

Mangsanya adalah Tun Dr. Mahathir!

Walaupun Anwar Ibrahim cukup sedar, otaknya tidak setara dengan otak Tun Dr. Mahathir, Anwar menyangkakan bekas Perdana Menteri keempat Malaysia itu sudah nyanyuk dan pelupa. Kesempatan itu digunakan oleh Anwar Ibrahim untuk memutarbelitkan beberapa fakta termasuklah penggunaan beberapa orang saksi yang diketahui pernah menjadi tahanan KEMTA kerana terbabit dengan skandal kad pengenalan biru yang mengancam keselamatan negara.

Keterangan yang diberikan oleh saksi-saksi tersebut, kini dipersoalkan, memandangkan kesemua mereka adalah individu yang terbabit dalam jenayah berkenaan. Dengan kata lain, mereka merupakan individu-individu yang mudah didorong oleh wang ringgit walaupun terpaksa mengkhianati negara.

Ketika Tun Dr. Mahathir membuka mulut dengan menyatakan kesediaannya untuk memberi keterangan bagi memudahkan siasatan RCI berhubung kes tersebut, tiba-tiba sahaja YB Jamban, Azmin Ali bersuara dan kelihatan cuba untuk membela Anwar Ibrahim.

Azmin Ali cuba membersihkan tangan kotor Anwar Ibrahim dengan meletakkan seluruh kesalahan kepada Tun Dr. Mahathir yang telah menjadi Perdana Menteri dari tahun 1981-2005. Benarkah dakwaan Azmin Ali bahawa Anwar Ibrahim tidak terlibat dalam kes pemberian kad pengenalan tersebut?

Sudah tentulah tidak!

Bahkan Azmin Ali sangat tahu, Anwar Ibrahim adalah orang yang lebih banyak tahu tentang pendatang asing yang diberikan kad pengenalan biru dan taraf kewarganegaraan Malaysia. Sebabnya, siasatan RCI kini sedang menghala ke arahnya dan Anwar Ibrahim mulai resah dan gelisah.

Pada tahun 1991, sebuah unit khas telah ditubuhkan di bawah Pejabat Ketua Menteri Sabah untuk memantau kebanjiran pendatang haram di Sabah. Faktor tersebut bukanlah merupakan satu kebetulan apabila Anwar Ibrahim MENANG BESAR dalam perebutan jawatan Timbalan Presiden UMNO dengan undi terbesar kemenangannya datang dari Sabah.

Ramai yang masih ingat, bagaimana Anwar Ibrahim dengan tersenyum simpul dan penuh angkuh menyatakan, dia tidak dapat menolak pencalonan terbanyak yang diterimanya untuk menandingi jawatan yang sedang disandang oleh Allahyarham Tun Ghafar Baba pada waktu itu walaupun pada mulanya, kononnya dia tidak berminat untuk bertanding.

Justeru tidaklah menghairankan bagaimana Anwar sekarang umpama berada di atas bara api. Dia kelihatan tercungap-cungap dengan siasatan yang sedang dijalankan, sehinggakan tidak mampu menunggu lebih lama untuk membuka mulut bagi melindungi dirinya. Dan bukan dengan mulutnya sahaja, dia turut menggunakan Azmin Ali bagi tujuan tersebut.

Maka, tidak hairanlah mengapa Azmin Ali melalak kuat demi melindungi kekasihnya itu. Sedangkan siasatan RCI semakin lama, semakin mengarah kepada Anwar Ibrahim. Berbanding Mahathir, Anwar langsung tidak berani tampil untuk memberikan keterangan sebaliknya cuba menjadikan dirinya halimunan dan seolah-olah dia langsung tidak terlibat dalam isu berkenaan.

The public hearing by the Royal Commission of Inquiry on the illegal immigrant problem in Sabah is still in the early stages, but some quarters are already drawing conclusions based on the testimonies of a handful of witnesses.

With the 13th general election looming, the opposition has been quick to capitalise on testimonies of witnesses to pin the blame on certain individuals and parties, perhaps hoping to gain some political mileage.

Although pointing fingers and playing the blame game by relying solely on statements by individual witnesses will only serve to hinder the way forward to get to the root of the problem, the opposition does not seem to care. It appears that to them, the RCI is a source of political ammunition to bring down the government.

Chandra noted that statements issued by some witnesses on the third day of the inquiry were contradicted by subsequent testimonies on the fourth and fifth days.

What the Sabah opposition are doing does seems to indicate that they are in damage control mode to minimise the implication of the formation of the RCI for their hope of making further inroads in Sabah.

Sabahans believe that the prime minister was aware that the RCI would lead to the unearthing of skeletons that could work against the BN government, but he still went ahead with it.

Tindakan pembangkang mempolitikkan keterangan beberapa saksi pertama prosiding Suruhanjaya Siasatan Diraja (RCI) mengenai pendatang tanpa izin di Sabah tidak akan membantu masyarakat negeri itu.

He said that apart from the department, other agencies involved in standardization process are the Federal Special Task Force, Malaysian Maritime Enforcement Agency (MMEA) and State Prisons Department.

According to Mohammad, as of Feb 19 this year, a total of 3,886 illegal immigrants had been detained at three temporary detention centres in the state, namely in Papar, Tawau and Sandakan.
