Attackers defeated in mall siege, Kenya's president says

Nairobi, Kenya (CNN) -- Three floors of the Westgate Mall in Nairobi collapsed during efforts to clear terrorists who had laid siege to the building for four days, trapping bodies inside, President Uhuru Kenyatta said in a televised address Tuesday.

Five of the gunmen were killed in the fighting, Kenyatta said. Eleven other people had been arrested over possible connections to the attack, which left 61 civilians and six security officers dead, 62 people in the hospital and Kenya's reputation as a bulwark of African stability in tatters.

"We have ashamed and defeated our attackers," he said in the address, which capped a four-day ordeal in which Kenyan forces battled Al-Shabaab terrorists for control of the upscale mall.

Earlier in the day, sporadic gunfire could be heard coming from the mall as authorities made their final sweeps through the building.

Some 175 people had been injured, the Kenya Red Cross said.

The fate of civilians who may have still been hiding inside the mall or held hostage by terrorists remained unclear. Earlier, Kenyan authorities had said they believed all hostages had been freed, but the Red Cross said 65 people remained unaccounted for.

The siege

The harrowing episode began midday Saturday in Nairobi when some 10 to 15 gunmen stormed the mall, shooting indiscriminately, according to witness accounts.

Witnesses said the gunmen went from store to store, shooting people, and then took hostages.

Mwagi Dorcas told CNN's "New Day" on Tuesday that she hid behind luggage in the mall's ground-floor grocery store, memorizing a Muslim prayer sent to her by family in a desperate bid to save her life should attackers find her. Al-Shabaab and some witnesses have said the attackers quizzed shoppers about their faith before deciding whether to kill them, releasing Muslims and targeting many others.

"I was praying the whole time," she said. "I believed that, you know, if I got out, I would be rescued."

Some were spared despite not being Muslim. In one remarkable case reported by The Sun newspaper in Britain, terrorists spared a 4-year-old boy who confronted them, saying, "You're a very bad man."

Al-Shabaab claimed the attack was in retribution for Kenya's involvement in an African Union military expedition that has bruised the terror group in its Somali homeland.

Americans may have been involved, Kenyan authorities said.

"We have an idea who these people are, and they are clearly a multinational collection from all over the world," Gen. Julius Karangi, chief of Kenya Defense Forces, told reporters Monday in Nairobi. "This is not clearly a local event. We are fighting global terrorism here."

Law enforcement sources said Monday they were scouring intelligence reports for evidence of a U.S. connection to the attack, but a senior U.S. official said Monday the claim was looking less solid as they continued to investigate.

Deaths

Most of the 62 known dead civilians are Kenyans, authorities said. Six British citizens, two French nationals, two Indians and two Canadians, including a diplomat, also died, their governments said.

Those killed include:

• Dutch national Elif Yavuz, a senior vaccines researcher for the Clinton Health Access Initiative based in Tanzania. Yavuz was pregnant and expecting her first child in October, said Julio Frenk, dean of faculty at the Harvard School of Public Health. "Elif was brilliant, dedicated, and deeply admired by her colleagues, who will miss her terribly," the Clinton family said in a statement.

• Yavuz's husband, Australian-British architect Ross Langdon, who moved to Nairobi to build sustainable architecture for Africa, volunteering to build hospitals and clinics free of charge.

• Kofi Awoonor, a renowned African poet, author and Ghanian statesman. Awoonor earned his doctorate from New York's Stony Brook University and was a professor of literature there in the 1970s.

• A nephew of Kenya's president along with the nephew's fiancee.

• A Peruvian doctor, Juan Jesus Ortiz, who had previously worked for the U.N. Children's Fund and lived in Kenya doing consulting work.

• Sridhar Natarajan, an Indian national and employee of a local pharmaceutical firm, and 8-year-old Paramshu Jain, the son of a bank branch manager, CNN sister network CNN-IBN reported, citing officials in India.

Al Qaeda connection?

The mall siege is the deadliest terror attack in Kenya since al Qaeda blew up the U.S. Embassy there in 1998, killing 213 people.

On Monday, Kenya's foreign minister told CNN it's clear that Al-Shabaab was not acting alone.

"This bears the hallmarks of al Qaeda," Foreign Minister Amina Mohamed said. "This is not just Al-Shabaab. In fact, the leaders are not Somali, as you may have heard. This was al Qaeda. It was a very well-coordinated effort."

When 85 Christians were killed in a pair suicide bomb blast in a Church service in Pakistan’s Peshawar, some 68 non-Muslims were killed under bullet spray in a Kenyan mall by extremist Islamic group.

A wing of the Pakistani Taliban group quickly claimed responsibility for the bombings, saying they would continue to target non-Muslims until the US stops drone attacks in the remote tribal region of Pakistan.

Islamist gunmen began firing assault rifles and throwing grenades inside the Westgate mall in Nairobi which caused mayhem in the capital city on Saturday, Sept 21 2013, causing 68 deaths injuring several. Fewer than two third of the 68 confirmed victims have been publicly identified. More than 1,000 people were inside the mall complex when the attack began on Saturday.
The heavily armed gunmen belonging to al Qaida-linked Somali militant group al Shabab; reports said, were trying to weed out non-Muslims for execution by interrogating people on their faith or asking them to recite the ‘Shahada’.

The Al Shabab operators instantly tweeted: “For long we have waged war against Kenyans in our land, now it’s time to shift the battleground and take war to their land. #Westgate” through HSM Press Office. They also tweeted that “The Mujahideen entered #Westgate Mall today at around noon and are still inside the mall, fighting the Kenyan Kuffar inside their own turf”. The HMS Press office also tweeted in exaltation that “Since our last contact, the Mujahideen inside the mall confirmed to @HSM_Press that they killed over 100 Kenyan Kuffar and battle is ongoing”.

It is not a Somalian conflict for a nonsense rather we fail to understand the war against Kaffir as waged in the verses of Quran and still we allow the dangerous role of Mosques and Madrasas (Islamic seminaries) around us to dig our own peril.

It has been reported that the Al Shabab Mujaheddin asked an Indian man (most probably a Hindu by faith) in Westgate mall in nulling hours, ‘What is the name of Muhammad’s mother?’  The man could not reply and shot dead immediately. The trigger happy Mujaheddins are quite unable understand the coming situation of their mothers and sisters, when they all blame Muhammad again and again for their condition in………..

In Pakistan Talibans are advancing a havoc to extinct  the last batch of non-Muslims from their land, in Kenya Al Shabab is trying a  Islamic rule there after killing non-Muslims in a barbaric way, but we still defend Islam in the name of humanity and our greatness. As Islam is the enemy of humanity, the defenders of Islam are also the enemy of us. If we do not stop our indulgence to Islam in our frivolous permissive mood, it is certainly not good for us.

Not the story of Pakistan or Kenya, the whole world is facing the threat of Jihad and increasing Muslim mass. In any perspective of modern attitude and sustainable development, Islam is the basic challenge to us. Across the world, we see different shape of looming Jihad, like blast Jihad, love Jihad, land Jihad, population Jihad, money Jihad, political Jihad, cyber Jihad etc. If we do not try to stop all these Jihad, the Islamic demon will simply take us in a ruin. But most of us are thinking other options to avoid any clash with Islam. This is completely a wrong decision. For our own existence, we must fight against Islam in every foot-step while they challenge us our entity. Any persuasion in favour of Muslims is simply idiotic.

Ghastly Islamic attacks upon on Hindus or Christians are not criticized by general Muslims. Silently they extend their soft attitude towards the Islamic militants as they both are follower the same Quranic doctrine to kill the Kaffirs in Allah’s way under the leadership of Muhammad. A commoner or a Militant in Islam has no difference in the approach of annihilation of Kaffirs (non-believers) in a full-proof Islamic world. Full-proof Islamic world means 100% Talibanic world free from all Hindus, Christians, Buddhists, Sikhs, Jews, etc. etc., all envisaged into a Kaffir Group.

Student refuses to remove cap in Bromley College unless Muslim women remove their headdresses

A STUDENT asked not to wear her cap in Bromley College says she won't agree unless Muslim women remove their headdresses as well.

Caroline Powell, of Sevenoaks Way, Orpington, is attending Greenwich University, which uses facilities in Bromley College, Rookery Lane.

While inside the Bromley College buildings, the 39-year-old has been told repeatedly to remove her cap, but believes that, while Muslim women are allowed to wear headdresses, this represents "double standards".

The 39-year-old told News Shopper: "It started in September last year when I got stopped at the door by a woman and she said 'you need to take your cap off'. "It is a small black leather cap but it's part of my identity. She said 'you need to take it off, they are the rules'. "A Muslim woman walked in behind me and I asked if she was going to ask her to take off her headdress. .."

Bromley College explained to Miss Powell her cap should be removed for security reasons. "They said it was so they could ID all users of the college, so nothing can obscure their face. But all these Muslim women are walking in with scarves across their face."

Miss Powell has continued to make a stance, and over the last few months tensions between her and staff have increased to the point she fears she will be thrown off the course.

She said: "If one rule is made for all then fine, but I am not going to be treated like this when everyone else is allowed to do what they want. I feel it is totally double standards."

Najib vows to make graft 'a thing of the past'

Prime Minister Najib Abdul Razak has vowed to make corruption a part of Malaysia's past and not its future. A statement that is bound to rile up those who have accused the coalition he leads of being corrupt to the bone.

Speaking at the Commonwealth Club Lecture in San Francisco, the prime minister, who suffered a severe electoral blow more than four months ago, praised his own anti-graft measures.

Najib also said his government had elevated the Malaysia's anti-corruption watchdog, the MACC, which answers annually to a parliamentary special committee on corruption, an independent advisory board, and a complaints committee - to self-regulated, independent commission status.

"It is our hope that the commission may serve as an example for other countries looking to build the institutional capacity to combat corruption," he added.

After all, said the prime minister, for governance and commerce alike, the most vital currency was trust.

"If we deliver what we have promised to the people - in this instance, a concerted fight against corruption - and deliver consistently over time, that currency will appreciate.

"The reward is not just a more open and transparent business environment, with more vibrant markets and greater opportunities, but also a renewed faith in the ability of governments to change things for the better," he was quoted as saying by Bernama.

Najib said many economies were affected by corruption, which crushed individual endeavour and harmed social cohesion.

NONEHe said corruption not only suppressed meritocratic opportunity, but ate away at people's confidence in the institutions and power of the state; it should come as no surprise that it was mentioned so often as a factor behind the Arab Spring.

Najib himself had been accused of corrupt practices, the most famous of which is the Scorpene submarine deal during his tenure as defence minister.

His leadership also witnessed Malaysia’s position fluctuating in corruption indexes, with the latest being the Government Defence Anti-Corruption Index, where the country was placed in the E, deemed as having "very high" risks of corruption on defence procurement and operations.

Urban and rural divide
Earlier, Najib said divides were opening up between the urban and rural populations.

He said locked out of economic opportunities, too many Asian people lacked access to basic social infrastructure - sanitation, healthcare and housing.

"If we do not give all of our citizens a stake in our region's future, we risk encouraging ethnic tensions, religious extremism and political instability. That in turn imperils the very objective we seek: a more prosperous and harmonious Asia.

"So, we must ensure that development brings economic opportunities for all, not riches for a few; that it expands not just nominal GDP figures, but also critical social infrastructure."

NONENajib, who is also finance minister, said Malaysia had made a strategic pitch for the global Islamic finance market.

For investors who have been buffeted by the financial crisis in Western markets, Islamic bonds offer an alternative growth model.

He said no investment was without risk, and this relatively young market would still have the occasional growing pains.

"But by its very nature, Islamic finance is not prone to the same excesses which so damaged the world economy, because speculating is forbidden and interest is prohibited, and returns are based on profit sharing alone," he added.

He said it was not surprising that sukuk was the fastest growing financial instrument in the world.

Ten years ago, he said, Malaysia issued the world's first sovereign sukuk or shariah-compliant bond, today it accounted for nearly three-quarters of the global market, and had increased public participation by issuing retail bonds open to the general population.

"It is one way of increasing economic participation, strengthening our economy as a whole, and giving the people of Malaysia a greater stake in our nation's success," said Najib.

Dr Subra accused of lying in Parliament

The controversy surrounding the recognition of CSMU’s medical degree has taken a twist as opposition accuses the Health Minister of lying to fellow lawmakers in parliament.

PETALING JAYA: A PKR leader today slammed the Health Ministry for giving false information in parliament over Ukraine’s Crimea State Medical University’s (CSMU) recognition.

In a press statement, Malacca PKR vice chairman G Rajendran claimed that the ministry has once again put the Malaysian Indian students’ future in jeopardy.

He further challenged Health Minister Dr S Subramanian to reveal the detailed findings made by the Malaysian Medical Council (MMC) during their visit to CSMU in October last year.

Yesterday, Deputy Health Minister Dr Hilmi Yahya confirmed that the decision not to recognise the undergraduate medical programme offered by CSMU remains in force as the university has failed to meet the accreditation criterias.

Answering a question raised by Ipoh Barat parliamentarian M Kulasegaran, Hilmi also added that to-date the medical school has not appealed against the decision not to recognise the university.

However, Rajendran claimed that the deputy minister’s answer – which was prepared by Dr Subramaniam himself – was a blatant lie.

According to him, CSMU has sent an official letter dated July 30 to Dr Subramaniam, claiming that they are ready to meet all conditions set by his ministry. This was reported in FMT.

Rajendran said that the letter penned by CSMU’s chancellor AA Babanin was sent to Dr Subramaniam after the latter promised to review the status of the university.

“But, I was shocked when yesterday the deputy minister said that there was no appeal from CSMU,” said Rajendran.

“Thus, it is clear that the health ministry is trying to cheat the nation by giving false statement in parliament,” he said.

Accreditation officers under MACC probe

He also asked why the minister was so afraid to unveil the details of CSMU’s accreditation report.

“The university was de-recognised in 2005 for unknown reasons. Last year, a group of four MMC officials visited CSMU for an accreditation exercise,” he said.

Following the visit, in March this year the Health Ministry announced that the university has been withdrawn from the second schedule of the 1971 Medical Act.

“However, until today no one knows what was the weakness found in the medical programme offered by CSMU. The Health Minister and MMC are so adamant in not revealing the report over their findings,” he said.

He added that the Health Ministry also ignored a letter by Prime Minister Najib Tun Razak dated Feb 19, urging MMC to disclose the report.

“Much worse, two officers from the panel who visited CSMU are now being investigated by Malaysian Anti-Corruption Commission (MACC) for alleged abuse of power and corruption,” he said.

“I strongly believe that the decision not to recognise CSMU was taken just to please the interest of certain local private colleges,” said Rajendran.

Explaining his argument, Rajendran said that CSMU provides cheaper medical programmes compared to Malaysian colleges.

“Obviously, the target group for these private colleges is Indians. By opening up CSMU, then these colleges have to compete with the Ukrainian medical school, since most of the Malaysian Indians choose CSMU as their first choice to pursue their studies for medicine,” he added.

“We (PKR) will monitor Dr S Subramanian’s next move, who tried to escape from this issue,” said Rajendran.

‘Man has no right to kick suspect’

A lawyer urges the authorities to throw the book at the man who repeatedly kicked a suspected snatch thief with hands tied behind his back in a video that went viral recently.

PETALING JAYA: Law experts have unanimously condemned a vigilante, who was videoed continuously kicking an apprehended suspected thief in the face over an alleged snatch theft incident.

PKR leader Latheefa Koya today condemned the man for repeatedly kicking the suspected thief who had his hands tied behind his back.

“Allowing a vigilante or a civilian to arrest and beat up another is wrong. There must be some action taken. The police must take action against this particular person,” Latheefa told FMT today, referring to the video titled, ‘Thief Abused at Sri Petaling, Malaysia’, which went viral on Facebook yesterday.

“While the person who is arrested… this snatch thief, can go to court, it doesn’t mean that the person who beat him up can get off scot-free,” she added.

Criminal lawyer Shamsul Sulaiman also disapproved of the vigilante’s act and cited Section 99(3) and (4) of the Penal Code.

“Section 99(3) states there is no right of private defence in cases in which there is time to have recourse to the protection of the public authorities,” he said.

“Section 99(4) states the right of private defence in no case extends to the inflicting of more harm than it is necessary to inflict for the purpose of defence,” he added.

Meanwhile, lawyer Syahredzan Johan expressed understanding of the people’s anger towards snatch thieves but said: “What separates us from criminal is taking the law into our own hands.”

“This (kicking) is totally something, which to me, is unacceptable. The suspect has already been apprehended and there was no danger of him running away,” he said.

“I see no reason for piling on further misery. What should have been done was to have him handed over to the police and let the police do their job of investigating and charging him if there is enough evidence.

“Taking the law into your own hands is something that should not be condoned,” he added.

Latheefa echoed Syahredzan’s sentiments and believed that “nobody is allowed to punish or do anything to anyone who has been arrested.”

“Regardless he is a police personnel, officers from other enforcement bodies or civilians … physically attacking the suspect who was tied up is completely wrong,” she said.

“Action has be taken against him immediately. It doesn’t matter if he is the victim (of snatch theft), he should not have been allowed to go near the person (suspect),” she added.

Civil action

Syahredzan also said that the suspected snatch thief could seek legal recourse under civil law against his attacker regardless if he is the snatch thief.

“Being a suspect does not take away his rights and he should seek legal advice not just for what he supposedly did but what also for what he received (beating).”

The video was available on the video sharing site – Passiontab.com – since yesterday and it had since drawn international attention with most of the commenters condemning the act of the older man.

In the video, onlookers could be heard politely asking the man to stop kicking the youth but only to have their pleas brushed aside with: “What if it (snatch theft) happened to your family members? Then how?”

A concerned onlooker then attempted to shield the boy but failed with the man taking a shot at the youth’s eye, only to have the suspect furiously rubbing his face despite his hands were tied behind his back .

The man proceeded to kick the boy twice before calling him a “pig” before the video ended.

The source of the video is unknown.

Fulfil election promise, BN told


Opposition MPs take the government to task for breaking its own election manifesto on granting permanent employment status to contracted civil servants.

KUALA LUMPUR: A group of opposition MPs took the government to task for not keeping up with its promise to convert 49,000 contracted civil servants status to permanent employment.

Saying that this was akin to trampling their rights, the MPs said this is despite 100,000 positions being vacant in the civil sector.

Quoting a written reply by the Minister in the Prime Minister Department Shahidan Kassim, P Kasthuri (DAP-Batu Kawan) said the government has revealed that it did not have any plans to convert the employment status of 49,000 contract staff in the civil service.

This, she said is despite the Barisan Nasional election pledge that the status of the contract civil servants would be converted to permanent employment if the ruling coalition won the polls.

“This is a clear indication that they have no respect for workers’ rights, it is also a clear reflection of a promise unfulfilled,” said the DAP lawmaker.

The contracted civil servants receive little or no social insurance benefits because their contracts are renewed on a yearly basis.

Abdullah Sani Abdul Hamid (PKR-Abdullah Sani) said it was absurd for the government to re-appoint the contracted civil servant every year and deny them permanent employment status.

“If they are redundant, if they are not up to the mark, why reappoint them for 3 years, 5 years or even 10 years?” asked the PKR parliamentarian.

Meanwhile, V Sivakumar (DAP-Batu Gajah) pointed out that some 200 interim teachers attached with the Tamil schools are facing the same plight of not being given permanent status.

He urged the education minister to look into their plight.

‘Let me be DAP’s first Malay chief’

Veteran party man Zulkifli Mohd Noor says he was ready to become the DAP chairman to replace Karpal Singh.

GEORGE TOWN: A division leader today offered himself to be the next DAP chairman to replace current chief Karpal Singh.

But Bayan Baru parliamentary liaison committee chairman Zulkifli Mohd Noor said he was prepared to take over the reins only if Karpal was willing to step aside to make way for others.

“I’m offering to be the first ethnic Malay DAP national chairman. I’m not asking Karpal to retire.

“But, if Karpal thinks his time was up to call it a day, I’m prepared to take over his position.

“Why not a Malay becomes the DAP boss? The party never had a Malay chairman.

“Only then it will truly reflect DAP’s multi-racial politics,” Zulkifli told a press conference here today.

The former party national vice-chairman and deputy secretary general is a candidate for the coming party re-election for central executive committee (CEC) in Kuala Lumpur on Sunday Sept 29.

Under the DAP system, office bearers are appointed from those who had been elected into the CEC. In order to become the chairman, Zulkifli would first have to win a slot in the CEC.

Zulkifli said he was offering himself for the top job because he relished the challenge to bring back the party to its original roots based on socialist-democratic ideals.

He said the party once was a pro-poor socialist-democratic outfit, in which its biggest support base comprised hawkers, retailers, blue collar workers and farmers.

But he said since gaining state powers in Penang after 2008 general election, the DAP had rapidly transformed into a pro-rich capitalist family cartel.

He said sacrifices and contributions of veterans and senior members have all been sidelined and ignored.

He alleged that the party now had infested with infiltrators and traitors who betrayed their former parties to join the DAP to safeguard their own personal selfish interests.

“Now the DAP leaders rub shoulders with the rich and powerful elites, and these infiltrators and traitors only.

“DAP, which previously championed pro-poor policies, is now embarking on mega projects,” he said.

Zulkifli joined DAP 21 years ago and worked for the late Ahmad Nor for five years when the latter was a member of parliament.

He also said that he received numerous negative grassroots feedback on leadership style of Penang Chief Minister and party secretary-general Lim Guan Eng.

He said the delegates had claimed that the state government’s much-lauded open tender policy was actually a remote controlled tender process, in which the final outcome would be determined by a hidden hand.

“The delegates said previously DAP complained about Barisan Nasional tender process.

“But, now after coming to power, they said DAP was even worse,” Zulkifli echoed the delegates’ sentiments.

Baby dumping: Stiff penalty not the answer

Women's rights advocates opine that causes of baby dumping should be identified instead.

PETALING JAYA: Imposing stiffer penalties on those who dump their babies will not solve the problem of infant dumping in the country, women’s rights advocates said today.

Chairman of Darul Wardah, a women’s shelter home, Hazlina Abd Razak said instead of imposing harsh penalties on the offenders, efforts should be made to find out why people dump newborns.

“Imposing stricter penalties won’t solve baby dumping. We need to instead determine the causes of baby dumping. Baby dumping is not due to ‘lax’ laws because I think there are bigger reasons for this,” she said.

She said this when asked to comment on Batu Gajah MP V Sivakumar’s statement today urging the government to impose stiffer penalty on the offenders.

Under existing laws, any individual found guilty of dumping a baby can be sentenced to a maximum of 10 years’ jail.

The DAP parliamentarian also said that everyone needs to think of new approaches in handling the baby dumping menace.

Hazlina said it was important that circumstances surrounding baby dumping to be understood.

“We don’t know why they dump babies in the first place. There is a possibility that the baby was conceived through rape or incest.

“I do not agree on meting out harsher punishment, because it does not help in reducing the number of babies being dumped. We need to find out the root cause,” she reiterated.

Hazlina also lamented that ultimately, the ones that bear punishment would be the women and the ones who are actually responsible (the men), always get away.

She also said that the issue must be solved appropriately.

“When we go to the doctor’s with an ear infection, we are not given cough medicine, are we? So for those who dump babies, should we treat them as someone who is ‘sick’ or a criminal? What about those who are underaged, for example?” she questioned.

Hazlina however said the ever increasing cases of baby dumping shows that existing laws have not been effective.

Prevent promiscuity

Pusat Kebahagiaan Wanita dan Remaja (Kewaja) chairman Yahya Mohamed Yusuf also echoed Hazlina’s sentiments.

He opined that preventive laws to prevent out-of-wedlock pregnancies are more important.

“As someone with more than 20 years experience in dealing with such cases, I find that what is more important is prevention. Rather than revising the laws which would not solve the problem, we should find ways to prevent promiscuity.

“Although we agree that in some way, the laws need to be stricter, we need to firstly prevent out-of-wedlock pregnancies from happening. As they say, prevention is better than cure,” he said.

Yahya also pushed for parliamentarians and ministers to embark on awareness campaigns to curb the problem.

“Also, what about those who dump their babies ‘carefully’? We might be able to find those who have dumped their babies but what about those where we cannot find the person responsible?” he queried.

Viral video of dog catchers' cruelty sparks anger

No need to be brutal: A MIAR volunteer (in blue jersey) trying to stop the dog-catchers from further hurting the stray dog in Bandar Sri Rinching, Kajang.

(The Star) - MALAYSIAN Independent Animal Rescue (MIAR), a non-governmental organisation that helps stray dogs, wants the local councils to stop cruelty against stray dogs at once.

This call was raised again following a video recorded by a MIAR member showing a stray dog being treated cruelly while being rounded up by a dog-catching contractor in Bandar Sri Rinching, Kajang.

The video went viral overnight on the Internet.

It showed dog catchers dragging the stray dog by its neck, causing the animal to choke and bleed from its mouth.

MIAR president T. Puspa Rani said the dog catchers’ method was inhumane and urged the Kajang Municipal Council (MPKj) and other local councils to pay more attention to the matter.

“The dog catchers’ actions are an example of how stray dogs are badly treated in this country. They do not deserve to be treated in such a manner.

“In the video, we can see how much a dog suffers when being caught.

“How long will this cruelty go on? There are solutions to handling strays but the authorities fail to look at it despite pressure from NGOs and the public,” she said

Puspa said that prior to the incident, MIAR had met with MPKJ councillors to work on building a shelter for stray dogs caught in Kajang but that there was no update until they were told by MPKj councillor Lai Wai Chong at the press conference that the shelter was already completed and would begin operations in October.

“Besides the shelter MPKj should have proper guidelines as well as contractors trained in handling stray dogs to avoid more cases of animal cruelty,” she added.

Malaysian Animal-Assisted Therapy Post Positive president and chairman of Canine Advisory Team for Petaling Jaya City Council Anthony Thanasyan said: “The workers should not have subjected the dog to so much pain. It is obvious that the workers are not trained and have no compassion for the dog.

“MPKj should apologise for the ill-treatment of the dog and take action against the contractor. It should also set up a special committee on dog-catching immediately,” he said.

MPKj councillor Eddie Ng Tien Chee said he would raise the matter at the MPKj meeting immediately as well as bring it up at the state level.

However, he said he would need a written complaint from MIAR and other NGOs to make the move.

Najib-Muhyiddin re-elected without contest CONFIRMS Umno’s political bankruptcy – PR

The unopposed contests of Datuk Seri Najib Razak and Tan Sri Muhyiddin Yassin in Umno’s top two posts despite Barisan Nasional’s (BN) disastrous Election 2013 results, shows the party’s lack of credible leaders, Pakatan Rakyat (PR) leaders said today.

PKR vice-president N. Surendran pointed out that under Najib’s leadership, BN had recorded its worst-ever electoral performance in the recent May 5 polls, where it failed to win the coveted two-thirds parliamentary majority and lost the popular vote for the first time since 1969, when it was the Alliance then.

“That despite his poor showing, Najib is re-elected is a sign of Umno’s bankruptcy as a political force,” Surendran said.

“They did worse in this election and are steadily heading towards GE defeat. But Umno is desperate; they have no one better and can’t afford the massive blood-letting of a presidential contest,” added the Padang Serai MP.

Najib and Muhyiddin returned unopposed as Umno’s president and deputy president yesterday in the party elections.

Malaysia’s prime minister and deputy prime minister are typically the top two leaders in BN’s mainstay party.

PAS central committee member Dr Dzulkefly Ahmad said today that the absence of a challenge against the top two posts in Umno spelled doom for the dominant Malay party.

“Najib failed on both passing marks on the two-thirds majority and winning back Selangor,” Dzulkefly said.

“Despite all those, there’s none in the party that is willing enough to come out and give a strong reprimand over his failures…The challenge is meant to convey a very strong message that you are not indispensable and you must be accountable for your failures,” he added.

Dzulkefly also stressed that although Umno had increased its federal seat tally from 79 to 88 in the 13th general election, BN’s performance as a whole needed to be taken into account.

“They can’t go round bragging they won nine more seats. The question is, at what price? You have to put that in perspective,” said the PAS research centre director.

“The effect of killing your comrades, your partners…there’s only Umno left in BN,” added Dzulkefly.

MCA had suffered a crushing defeat in Election 2013 by winning just seven federal and 11 state seats, leading the main Chinese party in BN to refuse government posts.

DAP strategist Liew Chin Tong said that no one in Umno dared to challenge Najib and Muhyiddin as the duo had the power of incumbency.

“No one has the numbers. The electoral system favours the incumbent. There’s no taker because they don’t see they’re going to win,” Liew said.

CABINET APPROVAL: Members not cops but professionals including lawyers, says home minister

KUALA LUMPUR: THE government will form an internal investigative body in the police force to monitor the conduct of  police personnel, Home Minister Datuk Seri Dr Ahmad Zahid Hamidi told the Dewan Rakyat yesterday.

"We will have internal measures, and the cabinet has decided that an internal investigative body be set up within the force.

"Its members will not be from the force, but professionals, including lawyers.

"However, it won't be manifested in the form of the Independent Police Complaints and Misconduct Commission (IPCMC). I do not think that IPCMC is the answer," he said in response to a suggestion by Lim Guan Eng (DAP-Bagan) for the police to take proactive measures, including the setting up of the proposed IPCMC.

To an earlier question from Lim, Zahid said the country's crime rate had been reduced following the implementation of Op Cantas Khas, although many quarters had claimed otherwise.

Zahid said that as of Sept 18, 212,259 people had been picked up for further investigations.

"Of the total, 8,898 were arrested under the Crime Prevention Act. The crime index has been reduced, especially for violent crime, which was reduced by almost 42 per cent -- from 69 cases to 40 during the month-long operation," he said, adding that 289 firearms and dangerous weapons were seized.

He said of those caught, 3,842 were Malays (including 197 females), 2,485 Indians (36 females), 1,088 Chinese (67 females) and 1,483 from other races (250 females).

He also denied that Op Cantas Khas, which was implemented and carried out to catch secret society and gang members, would be halted on Oct 19.

"The operation would be continued to ensure safety and until people's fear of crime has been allayed."

Zahid added that so far, 214 investigation papers were opened under the Societies Act 1996 and the individuals would be charged in court once investigations were completed.

The Home Ministry had earlier gazetted 49 triads as illegal organisations under Section 5 (1) of the Societies Act 1966. Upon gazetting, the use of gang names by anyone is prohibited.

All accounts, assets and properties belonging to these groups and their members would be surrendered to the Insolvency Department if the members are convicted in court. Those found to be involved in such activities will be investigated and charged under Act 335 and Sections 6 (2), 6 (3), 42 and 48 of the act.

They can also be charged under Section 142 of the Penal Code for illegal gathering.

On a question by Lim on how many of those arrested had been charged in court, Zahid said they would be investigated as quickly as possible so that they could be charged.

Only Syariah court rules on change of religion for Muslims, says minister

The only recourse for Muslims to convert to another faith is the Syariah court.

This was the response from Minister in charge of Islamic affairs Datuk Seri Jamil Khir Baharom (pic) when asked about the government's proposal to overcome the problems in cases where a non-practising Muslim wanted to convert to another religion.

Jamil Khir said the law sided with the religion stated in official documents, such as the birth certificate or identity card.

"So if these documents state Islam as the holder's religion, then it can only be reversed by the Syariah court," he explained.

The question was posed by Michael Jeyakumar (DAP - Sungai Siput) during the adjournment speech in Parliament today.

Jamil Khir said those who claimed to have never practised Islam had to prove it in court.

Jeyakumar then cited the case of a 28-year-old kindergarten teacher who sought a declaration from the Syariah court that although her religion was listed as Islam, she had never practised the religion and was brought up a Hindu by her parents.

The reason she and her two siblings were registered as Muslims was because her Hindu father had initially married a Muslim woman, who died.

He then married a Hindu woman and had three children, including the kindergarten teacher.

The Seri Manjung Syariah court rejected her application to remove Islam as her religion in her documents and sent her for counselling instead.

Jeyakumar, speaking to The Malaysian Insider later, said this woman's case cannot be considered apostasy because she was never a practising Muslim.

"She is married to a Hindu but their marriage is not registered. She is also due to deliver her first child soon and this will mean that the cycle will begin all over again," said Jeyakumar.

He added it was imperative that Muslim scholars come out and explain the meaning of apostasy because this causes confusion in the Syariah courts, especially in cases like that of the kindergarten teacher which did not fall into that category. - September 24, 2013.

'White widow' Islamist Samantha Lewthwaite was just an average British girl who was 'empty in confidence', a councillor who knew her as a youngster has said.

But today suspicion is mounting that she was the ringleader behind a bloody massacre in a Kenyan shopping centre in which more than 60 unarmed victims have been slain.

And it has emerged that her frail, 85-year-old grandmother has been admitted to hospital because of the stress of her granddaughter's notoriety.

Elizabeth Allen, from Banbridge, Co Down, was given a panic alarm to contact security services in case terror suspect Lewthwaite ever made contact.

Family friends say the pressure of the situation and Lewthwaite's now-global notoriety have taken their toll on the frail pensioner's health and mental well-being.

Joan Baird, a veteran Ulster Unionist councillor in Banbridge who knows the family, said: 'This is so distressing for everyone. Mrs Allen is 85 and she is in and out of hospital. It is just so distressing.

'Certainly, everybody in the town is shocked and distressed by the news.'

Lewthwaite from Aylesbury, Buckinghamshire, who converted to Islam age 17, was married to Jermaine Lindsay before he blew himself up in the July 7 terror attacks in London in 2005, killing 26.

The 29-year-old mother of three is already wanted by Kenyan police over alleged links to a terrorist cell that planned to bomb the country’s coast.

Now it is suspected that she was the mastermind behind the four-day gun and bomb attack on Westgate Shopping Centre in Nairobi, which has led to a continuing siege in which more than 60 people have lost their lives.

Born to English soldier Andy Lewthwaite - who met and married Irish Catholic Christine Allen while serving in Northern Ireland during the 1970s - she enjoyed an unremarkable childhood on Banbridge's Whyte Acres estate.

Lewthwaite was still at primary school when her family moved to Aylesbury in Buckinghamshire. In 1995 her parents split.

Councillor Raj Khan, whose family knew Lewthwaite’s family socially in Aylesbury, said he is surprised at speculation she is involved in the attack in Kenya due to how he remembers her.

'She was an average, British, young, ordinary girl. She had a very great personality. She didn’t have very good confidence,' he said.

After becoming a Muslim, Lewthwaite changed her name to Sherafiyah and married suicide bomber Lindsay, who she had met on an Islamic internet chatroom.

Mr Khan recalled a meeting with Lewthwaite and Lindsay regarding a housing issue which took place three or four weeks before the July 7 bombings, and he said she was just as he remembered her.

'Certainly when I was around her, she was the same person, lacking in confidence.

'She was not strong-headed. And that’s why I find it absolutely amazing that she is supposed to be the head of an international criminal terrorist organisation,' he said.

Mr Khan said he was 'perplexed' that someone he knew, who was so 'empty in confidence', was being linked to international terrorism.

He said he prays that she is not involved, adding: '...and of course my worry is that if she in involved, is she under some kind of duress? Is there other factors involved?

'Or indeed, is it Samantha? I mean there are so many questions to be answered at the moment before one can make a view.'

Mr Khan said her family will be 'very upset' if she is involved.

'Of course like anyone else, they will be very hurt, very upset, very, very upset, but I think they too will be waiting for proof, not speculation,' he said.

Suspicion that Lewthwaite was in the attack in Nairobi were raised after the Kenyan foreign minister claimed that a British woman who has has allegedly been involved in terrorism 'many times before' was among the militants.

Amina Mohamed said the woman acted alongside 'two or three' Americans as security forces began a fourth day of fighting at the shopping centre where at least six Britons are known to have died.

However there was confusion over Ms Mohamed’s comments - made while attending the United Nations General Assembly in New York - with no confirmation either from the authorities in Nairobi or the Foreign Office in London.

They directly contradict the Kenyan interior minister Joseph Ole Lenku who yesterday told a news conference that all the attackers were male - although he suggested that some may have been dressed as women.

The Foreign Office said only that it was aware of the foreign minister’s comments.

'We continue to liaise very closely with the Kenyan authorities and to support their investigation into this attack,' a spokesman said.

After her husband Lindsay detonated his suicide bomb at on a Piccadilly line tube train between King's Cross and Russell Square stations in 2005, Lewthwaite had told how she was horrified by the massacre.

But the Jamaican-born Muslim convert, who grew up in Huddersfield, West Yorkshire, had never made a secret of his extremist views, alarming teachers by attempting to radicalise younger pupils.

In 2009 Lewthwaite disappeared with her three children but resurfaced two years later after travelling to Kenya on a false passport.

The Kenyan authorities issued a photograph of a white woman in a veil who they said was wanted for questioning about a bomb factory in the coastal resort of Mombassa. The woman was Lewthwaite.

It is understood she has had little contact with relatives in Northern Ireland since her conversion to Islam.

Mr Khan said he does not think the speculation surrounding Lewthwaite will cause divisions in Aylesbury due to the community’s maturity.

'Of course if it is Samantha indeed, of course they’ll be very hurt, very upset, as indeed any human being would be, but in terms of causing any differences in our community I think the community is far more mature for that kind of thing,' he said.
