Ex-Sabah Minister calls for review of 20-point agreement

KUNDASANG: Former Sabah Finance Minister Mohd Noor Mansoor has called for a review of the 20-points Agreement that led to the formation of Malaysia in 1963.

He said this was necessary as the Federal government has reneged on what was stipulated in the agreement, among others the Borneonisation of the state’s civil service, the Immigration control and political autonomy.

“Borneonisation means that Sabahans should be given priority in federal government departments and agencies, he said at a political talk organised here by the Sabah Progressive Party (SAPP) yesterday.

"Unfortunately a majority of the senior positions in these departments and agencies are being occupied by non-Sabahans.

“The Immigration Department too is under the control of the Federal government as the present director is a non-Sabahan," he said.

Sabah is no longer self-governing unlike in the past’, he said during the talk entitled “Current Issues, the 13th General Election and the Future of Sabah” held at a hotel here.

"Sabah has completely lost its autonomy. Important posts including that of the Chief Minister and the cabinet ministers have to be endorsed by Kuala Lumpur," he told his audience.

Citing the loss of Immigration control, he claimed that in some cases Sabahans were even required to travel all the way to the Putrajaya in Kuala Lumpur to get their identity card approved.

He further claimed that a student who scored 8As in the UPSR exam had to be referred to Kuala Lumpur for consideration before she could gain a place in Maktab Rendah Sains Mara (MRSM).

He said the loss of the state's rights began during the time of the late Tun Fuad Stephens when he requested for a review of the said 20-Point Agreement.

The former Berjaya Party strongman said that because of this (demand), Stephens was packed off to Australia as the Malaysian High Commissioner to Australia.

“The Chief Minister post (held by Stephens) was then given to Peter Lo and Tun Datu Mustapha Datu Harun was elected as the Minister of Special Affairs for Sabah,” recalled Mohd Noor who was the Finance Minister for Sabah from 1976 to 1985.

He said his call to review the 20-points Agreement should not be interpreted to mean that Sabah would pull out of the Federation, but was rather a call to correct the imbalances that exist between Sabah and Kuala Lumpur which he believed had transformed Sabah from a rich state to the poorest in the country.

A review of the 20-Point Agreement would help Sabah regain its past glory, he said.

up to government consideration to review it or not. but for me, is not enough just to calls for review, there must be an action to restore our rights. If we fight on that matter, maybe the government will consider and will do something. but if you want to review, it seems to find the mistake than solution.

Isu 20-perkara yang dijelaskan oleh mantan Menteri Kewangan Sabah memberi kita sejuta persoalan. Sabah kehilangan hak untuk mempertahankan maruah sendiri! Kuasa-kuasa autonomi melibatkan tampuk pemerintahan negeri dengan berpusatkan KL dianggap Sabah tiada pendirian dan hanya mengikut kata seperti 'kerbau yang dicucuk hidung'. Berbanding Sarawak, Sabah jelas telah kehilangan kuasa autonomi dari segi isu kerakyatan, PTI, dan macam-macam lagi. Yang jelas, rakyat Sabah yang diumbang ambing oleh kemelut permainan politik ini....berbanding Sarawak yang sangat kuat sehingga tidak mampu digoncangpun oleh sesiapa pun terhadap perkara-perkara yang telah termeterai selepas memasuki Malaysia tahun 1963. Cuma...bagi saya biarlah penyelesaian terhadap perkara ini berlandaskan keamanan dan keharmonian. Walaupun, perlaksanaan 20 perkara di Sabah kurang mendapat perhatian....saya yakin konsep 1 malaysia adalah kukuh di negeri Sabah.

Why does everyone kept demanding the CM to review the 20 point agreement or getting higher oil royalty now?

Why didn't the previous CM's did anything during their time as Sabah CM?

Why didn't the ex-Sabah minister demand the ex-CM's to review them in the past?

i agree with what 2718 said...for me, its better now than never...somehow, let the leaders make the decision about the matter...we as the sabahan can only hope that whatever decision that will be make, will bring good fortune for us specially our future generations.

Perkara ini hanya perlu dibawa berbincang dan tidak perlu menjelaskan 20 perkara yang dipersetujui sebelum ini kerana ianya akan membawa pelbagai persoalan. Walaupun perlaksanaan 20 perkara kurang mendapat perhatian tetapi perbincangan antara kerajaan negeri dan kerajaan pusat amat penting bagi menentukan hak negeri sabah.

Further discussion is needed for the sake of all the Sabahans and it's up to the Government to decide.

Time for the Federal and State to start to discuss about this 20-points. Don't delete them but amend them to strengthen it more.

I hope for the best for all of the people of Sabah.

No matter what we say, it is up to the Government to decide. We will voice it out but then leave it to them to handle..

There is still time to review. Jangan bila time election propaganda bermula dan janji2 manis ditaburkan akan membuat review ke atas 20-point. itu time suda nda makan dah janji tue..bangas..

It should be review, but does reviewing the agreements will bring us any good? and does these agreement have a provision that said it can be review?

lu bleh review, mungkin kefahaman terhadap beberapa isu yang menjadi persoalan kepada rakyat Sabah akan menjadi lebih jelas dan baik...

hopefully, it will bring good fortune for sabah.

Sekarang barulah ramai bekas pemimpin & wakil rakyat yg sibuk mendesak CM buat review.. Time dorang dulu, entah apa yg dorang buat..
Tapi tu cerita dorang lah..
Sekarang saya cuma harap Sabah maju dan terus maju tak kira lah kena review atau pun tak..

Hak kita utk minta 20 perkara ni direview, tapi ingat ada tapinya...
keputusan terletak pada pihak yg ada autoriti bersuara..
Kalau kita ni, apa ja la kan... paling2 pun kita punya undi saja yg ada kuasa mengubah segala sesuatu :P

Mungkin untuk review isu perjanjian 20 perkara ini bagus juga supaya semua rakyat Sabah faham akan kepentingannya.
