With Kula away, Perak DAP choose nothing to say

In a joint press statement this morning, state party chairman Datuk Ngeh Koo Ham and vice-chairman A. Sivanesan stressed that the leadership quarrel should be resolved internally.
The duo further claimed that this decision was mooted by the party’s secretary-general Lim Guan Eng during his discussion with Ngeh.
“Lim, who was away for an official trip to Australia, spoke to Ngeh upon his return at the Penang International Airport.
“We agreed with Lim’s suggestion that matters involving Perak DAP should be handled internally.
“Thereby we will not be making any public statements or answer press queries on this issue,” Ngeh (right) and Sivanesan said in the statement.
They added that party leaders would await Kulasegaran’s return from Nepal before making any further decision on the matter.
“We will also wait for Lim to convene a meeting, which shall also be attended by (DAP advisor) Lim Kit Siang,” they concluded.
Perak DAP was plunged into crisis on Friday night when a special leadership meeting aimed at promoting unity ended on an ugly note, with Kulasegaran threatening resignation.
Although the Ipoh Barat MP has since indicated he would likely not follow through with his threat, his outburst through microblogging site Twitter has left his colleagues with a bitter aftertaste.
Ngeh, in his attempt to diffuse the situation, yesterday reprimanded Kulasegaran for washing the party’s dirty linen in public when he publicised his quit threat on Twitter.

For months, trouble has been brewing in the higher echelons of the Perak DAP, in the wake of the impending party elections set for November 14.
The bickering between the two camps — Kulasegaran’s and the Ngeh-Nga camp — grew worse when both sides began to quarrel over the formation of new branches in the state.
On the one hand, Kulasegaran and his men have accused Ngeh and Nga of forming over 100 new branches without attaining endorsement from the state committee, while on the other, the cousins have charged that their arch rivals had been illegally reviving old branches to shore up support for themselves.
In an effort to soothe over the incessant bickering between the two feuding factions, a peace-making effort was mooted some three months back.
Friday’s meeting was held to discuss and resolve certain issues that had risen in recent weeks, including the existence of a circulating letter that Kulasegaran’s men are claiming had the ill-intention to damage his popularity.
When talks failed to promote a settlement, an angry Kulasegaran stormed out of the meeting, dangling a threat that he would leave the state committee.
Since then, Kulasegaran has also challenged Ngeh to an open debate on their grouses, throwing the Perak DAP into further chaos.
Ngeh and Nga, both of whom are MPs and state assemblymen as well as former state administrators when Pakatan Rakyat helmed Perak, have often been accused of being overzealous and dictatorial in their leadership.
Despite this, the duo have chosen not to go to the press with their denials or to rebut the accusations, insisting that such matters should be resolved via consensus and within the party leadership.
They have urged members to look at the bigger picture at hand, which was to prepare themselves to regain power in Perak in the next general election.

Indians doubt new MIC after Samy Vellu’s exit

They believe that MIC will still remain the same under Samy Vellu’s chosen successor, deputy president Senator Datuk G. Palanivel.
The 74-year-old Kluang-born politician recently announced that he will step down as MIC president in January after leading the party since 1979.

“I do not see any difference if Samy Vellu is the president or not. MIC will still remain the same. I don’t think there [will be] much changes with the new leadership.
“Palanivel may be able to get more support from the Indian community but I don’t think it will be much. What we want is for MIC to help us. We don’t care who is the president,” said the 48-year-old lorry driver.
Baboorajan Burachan added that the party will not be any different under Palanivel.
“They will always claim that they want to help but we have not seen anything. There is no difference if Samy (Vellu) is not the president. We cannot say but maybe MIC will able to recapture the support of the Indian community with Palanivel. Samy has been the president for too long so anybody after him will be a boost to the party,” said the 51-year-old electrician.
Raja, 40, stressed that BN must also be blamed for MIC’s lack of support.
“We cannot only blame MIC because BN is also the same. Everybody is guilty. How does BN expect the Indian community to trust them especially after how they have treated us?
“They only bothered to take notice of us when Pakatan Rakyat took over Selangor. Pakatan is not stingy, when we ask for help and they will give us. Our school asked for RM25,000 and they gave us but BN gave us nothing.
“Back then we only asked for RM500 but they refused but now they want to give us everything. They had to only give us a little a bit and we would have supported them. We are not greedy,” said the father of four.
Earlier, the Special Implementation Task Force (SITF) held a meet-the-people programme at a Tamil primary school in Sungai Pelek, few kilometres away from the Kuala Lumpur International Airport (KLIA).
The event was attended by the programme’s co-ordinator, Human Resource Minister and MIC vice-president Datuk S. Subramaniam
The SITF was set up by the Cabinet Committee for the Indian community to bring together various government agencies to the help the community resolve its grouses.
The agencies involved are the National Registration Department to handle the issuance of birth certificates and identity cards; the Social Welfare Department and Skill Development Department to offer skill training for the youths; Tekun Nasional to provide small business loans; and the Social Security Organisation.

Vasanthi urged the government to continue its community programmes to regain support from the Indian community.
“When we ask asked for something and they will say yes but no action. We can only ask but cannot have any action. They love to make promises but have never fulfilled any of them. What can we do? They only love to talk. Our assemblymen back then made a lot of promises and then disappeared without anything. Only near election then can we only see his face.
“Like today’s programme, it has been done before but we only see it when [an] election is nearby. They only come when they want our votes,” said the 62-year-old grandfather.
However, not all the attendees were cynical over the government efforts. One, Vasanthi Kumaran, commended the government and said such programmes must be continued to gain back the community’s support.
“It is a very good thing what MIC is doing. MIC should continue doing this programme to help the Indian community. I do not want to comment on Samy Vellu, but with the right people and direction then the party should be able to regain the support of the Indian community,” said the 38-year-old housewife.
Later during a press conference, Subramaniam denied that SITF programmes were part of BN’s strategy to regain back the Indian electorate.
“This is done under the Cabinet committee which was formed by the prime minister after 2008 to solve and indentify issues which are faced by the Indian community so that the community will also feel that they are not alienated and marginalised.
“[There] are many things which the committee is doing so this grassroots interaction is one of the ways in which some of the problems that we are facing can be solved,” he said.
He added that any gain in electoral support from the programmes was only of lesser import.
“And of course as politicians, we also hope that helps and assist us in gaining our support. But that is not the primary aim but that would be the secondary result,” he told reporters while wearing BN t-shirt.

Let's unite to counter BN lies, distortions in Galas, says Zaid

PETALING JAYA: PKR and DAP will have to keep aside their respective internal problems and work hard to ensure PAS retains the Galas state seat, said Pakatan Rakyat's coordinator Zaid Ibrahim today.
“It is important that we (PKR and DAP) help out PAS to ensure this seat remains in the hands of Pakatan,” he told FMT today.
He added that the three parties will have to put up a strong show together to counter Barisan Nasional/Umno's “campaign of lies and distortions”.
Both PKR and DAP are facing internal turmoil right now which is threatening to derail their respective attempts to strengthen their power base in order to topple BN from Putrajaya.
PKR, which is in the midst of holding its party elections, has been rocked by rifts in the party as a result of different camps fighting for posts. Even a senior leader like Zaid has been a victim of lies and personal attacks.
DAP meanwhile will hold its party polls in December but it also faces internal strife in both Selangor and Perak, involving its top national leaders.
The third member of Pakatan Rakyat, PAS, lost its state assemblyman in Galas, Che Hashim Sulaima, 48, last Monday.
Observers believe the contest there will be a tight race considering the volatile voting pattern. In 2004, Umno won the seat and in 2008, Che Hashim won with a thin majority of 646 votes when he received 4,399 votes against BN's Saufi Deraman who polled 3,753 votes.
While Umno has said that it would pit a local leader for the post, it nevertheless faces uncertainty over the choice of its elections director.
Although veteran leader Tengku Razaleigh Hamzah has been named by the party for the post, the Kelantan prince has not officially accepted the responsibility. Calls have also been made for Razaleigh to be named as Umno's candidate.
Razaleigh is the Gua Musang MP and Galas falls under this constituency. Two other state seats under the constituency are held by BN.
The Election Commission will meet on Oct 6 to determine the nomination and polling dates.
To visit Galas next week
“We realise that Razaleigh will be a big factor for BN in the by-election but we will have to be prepared to counter BN and Umno, not just Razaleigh,” said Zaid, who added that he will be making a visit to Galas next week.
He added that just like all by-elections faced by Pakatan partners, all big wigs from the three parties will hit the ground to campaign.
“I am sure PAS will pick a candidate who is best equipped to retain the seat. In order for us to keep the seat, all of us – all national and state leaders from PKR and DAP – must turun padang,” he said.
He also said that it was time to put aside differences among PKR leaders to ensure they work together to help PAS in the by-election.
“I have no issues with this. I have no problems with any party leaders. I can go for a ceramah in Galas with Anwar or Azmin, or with anyone else,” he said.
Both Zaid and vice-president Azmin Ali are facing off for the deputy president's post but party advisor Anwar Ibrahim has been accused of silently backing the latter to win the post.

KUALA LUMPUR: Islamic party PAS will field only a candidate who does not smoke in an upcoming by-election, reports said Sunday, as the party seeks to boost its Islamic image.
PAS, which is a part of the opposition alliance, said the candidate it will pick for the Galas state seat by-election must display good Islamic character and the person must be a non-smoker.
"I will reject smokers from the start. They are not only ruining their health but also wasting money," PAS spiritual leader Nik Abdul Aziz Nik Mat was quoted as saying by the New Sunday Times paper.
He also told the Malay newspaper Berita Minggu that the candidate must also pray regularly and be a non-gambler. No date has been fixed for the by-election, but PAS has said it will field a candidate to contest the poll.
There are no clear religious edicts banning smoking, but Nik Abdul Aziz has said previously that some Muslim scholars consider smoking as forbidden.
In 2007, PAS said it was planning to field in national polls only non-smoking candidates or those who were willing to kick the habit.

Azmin pertahan Gombak, Padang Serai milik Gobalakrishnan

PETALING JAYA: Calon kegemaran untuk jawatan Timbalan Presiden PKR, Azmin Ali hari ini berjaya mempertahankan pengaruhnya di cabang Gombak apabila mendapat undian majoriti untuk jawatan ketua cabang.
Keputusan rasmi kira-kira 10 malam tadi memutuskan Azmin yang juga ahli parlimen kawasan tersebut memperoleh 324 undi, manakala pencabar tunggalnya Bakar Ninggal hanya mendapat 60 undi.
Di Kedah pula, perebutan tiga penjuru bagi jawatan ketua cabang Pedang Serai terjawab apabila ahli parlimennya, N Gobalakrishnan berjaya memenangi pertaruhan tersebut setelah dua minggu tertangguh akibat masalah 'teknikal'.
Menurut Gobalakrishnan ketika dihubungi FMT, beliau berjaya memperolehi undi sebanyak 412 undi berbanding pencabarnya Shamsul Anuar Abdullah yang hanya mendapat 217 undi. Manakala calon ketiga V Sandrasekharan mendapat hanya 159 undi.
Kemenangan itu sekaligus memberikan nafas baru kepada cabang Padang Serai setelah penyandang ketua cabang terdahulu yang dikenali sebagai 'Cikgu Hamid' bertindak keluar PKR dan menyertai Umno pada tahun lalu.
Sementara itu, pengerusi tetap yang juga calon Naib Presiden Yahya Sahri mendapat mandat daripada akar umbi untuk menerajui cabang Tanjong Karang apabila diumumkan menang tanpa bertanding.
Berlainan pula bagi nasib Ahli Dewan Undangan Negeri (ADUN) Batu Uban Raveentharan Subramaniam apabila tewas kepada peguam Lim Boo Chang yang menyapu bersih undian bagi jawatan ketua cabang Bukit Gelugor.
Di cabang Ampang, sumber dalaman parti menjangkakan kemenangan besar bagi Ketua Wanita PKR Pusat yang juga ahli parlimen kawasan tersebut Zuraida Kamaruddin berikutan kemenangan barisan pasukannya merebut jawatan Ketua Wanita dan Angkatan Muda Keadilan (AMK) cabang.
Manakala nasib Menteri Besar Selangor Tan Sri Khalid Ibrahim masih lagi samar berikutan pengiraan undi bagi ketua cabang masih dijalankan dan keputusannya dijangka akan diumumkan kira-kira 11malam nanti.
Keputusan seri di Pandan
Di cabang Pandan pula, keadaan menjadi agak rumit apabila pengiraan undi antara Nik Md Zain Nik Mohamad dan Zakaria Abdul Rahim mendapati kedua-duanya mendapat undi yang sama dengan 105 undi bagi merebut jawatan ketua cabang.
Pengawas Jawatakuasa Pemilihan Pusat (JPP) Mohd Yusof Mohd Amin berkata, berikutan persamaan jumlah undi pihaknya telah menerima bantahan daripada kedua-dua pihak dan ini akan diputuskan oleh JPP kelak.
"Perkara ini adalah diluar jangkaan kerana jumlahnya tetap sama walaupun pihak kami sudah melakukan pengiraan undi semula," katanya ketika dihubungi FMT.
Di Sarawak, mesyuarat Agung Tahunan Cabang (MATC) di cabang Sarikei, Sibu, Selangau, serta Kanowit dilaporkan berjalan dengan lancar pada hari ini.
Namun MATC terpaksa ditangguhkan di Sibuti kerana bilangan keahlian yang tidak mencukupi, dan cabang Baram akibat ketiadaan pengawas JPP kerana dikatakan 'sibuk dengan persiapan Konvensyen Nasional November ini'.
Timbalan Presiden: Azmin 'berpengaruh' di Selangor
Peluang Azmin merebut jawatan Timbalan Presiden PKR semakin cerah apabila enam daripada lapan cabang di Selangor yang bermesyuarat hari ini mencalonkan beliau untuk jawatan tersebut.
Menariknya, di cabang Ampang wujudnya pertandingan untuk pencalonan jawatan timbalan presiden apabila Azmin menang besar sebanyak 164 undi mengalahkan pesaingnya Khalid Ibrahim yang hanya mendapat 43 undi.
Manakala pencabar terdekatnya Zaid Ibrahim tidak mendapat sebarang pencalonan bagi timbalan presiden di Selangor, namun masih mendapat sokongan di cabang Padang Serai, Bukit Gelugor dan Gelang Patah.
Zaid turut mendapat pencalonan ketiga bagi jawatan presiden di Pontian walaupun beliau hanya berminat untuk bertanding timbalan presiden.

Di Kedah pula, perebutan tiga penjuru bagi jawatan ketua cabang Pedang Serai terjawab apabila ahli parlimennya, N Gobalakrishnan berjaya memenangi pertaruhan tersebut setelah dua minggu tertangguh akibat masalah 'teknikal'.
Menurut Gobalakrishnan ketika dihubungi FMT, beliau berjaya memperolehi undi sebanyak 412 undi berbanding pencabarnya Shamsul Anuar Abdullah yang hanya mendapat 217 undi. Manakala calon ketiga V Sandrasekharan mendapat hanya 159 undi.
Kemenangan itu sekaligus memberikan nafas baru kepada cabang Padang Serai setelah penyandang ketua cabang terdahulu yang dikenali sebagai 'Cikgu Hamid' bertindak keluar PKR dan menyertai Umno pada tahun lalu.
Sementara itu, pengerusi tetap yang juga calon Naib Presiden Yahya Sahri mendapat mandat daripada akar umbi untuk menerajui cabang Tanjong Karang apabila diumumkan menang tanpa bertanding.
Berlainan pula bagi nasib Ahli Dewan Undangan Negeri (ADUN) Batu Uban Raveentharan Subramaniam apabila tewas kepada peguam Lim Boo Chang yang menyapu bersih undian bagi jawatan ketua cabang Bukit Gelugor.
Di cabang Ampang, sumber dalaman parti menjangkakan kemenangan besar bagi Ketua Wanita PKR Pusat yang juga ahli parlimen kawasan tersebut Zuraida Kamaruddin berikutan kemenangan barisan pasukannya merebut jawatan Ketua Wanita dan Angkatan Muda Keadilan (AMK) cabang.
Manakala nasib Menteri Besar Selangor Tan Sri Khalid Ibrahim masih lagi samar berikutan pengiraan undi bagi ketua cabang masih dijalankan dan keputusannya dijangka akan diumumkan kira-kira 11malam nanti.
Keputusan seri di Pandan
Di cabang Pandan pula, keadaan menjadi agak rumit apabila pengiraan undi antara Nik Md Zain Nik Mohamad dan Zakaria Abdul Rahim mendapati kedua-duanya mendapat undi yang sama dengan 105 undi bagi merebut jawatan ketua cabang.
Pengawas Jawatakuasa Pemilihan Pusat (JPP) Mohd Yusof Mohd Amin berkata, berikutan persamaan jumlah undi pihaknya telah menerima bantahan daripada kedua-dua pihak dan ini akan diputuskan oleh JPP kelak.
"Perkara ini adalah diluar jangkaan kerana jumlahnya tetap sama walaupun pihak kami sudah melakukan pengiraan undi semula," katanya ketika dihubungi FMT.
Di Sarawak, mesyuarat Agung Tahunan Cabang (MATC) di cabang Sarikei, Sibu, Selangau, serta Kanowit dilaporkan berjalan dengan lancar pada hari ini.
Namun MATC terpaksa ditangguhkan di Sibuti kerana bilangan keahlian yang tidak mencukupi, dan cabang Baram akibat ketiadaan pengawas JPP kerana dikatakan 'sibuk dengan persiapan Konvensyen Nasional November ini'.
Timbalan Presiden: Azmin 'berpengaruh' di Selangor
Peluang Azmin merebut jawatan Timbalan Presiden PKR semakin cerah apabila enam daripada lapan cabang di Selangor yang bermesyuarat hari ini mencalonkan beliau untuk jawatan tersebut.
Menariknya, di cabang Ampang wujudnya pertandingan untuk pencalonan jawatan timbalan presiden apabila Azmin menang besar sebanyak 164 undi mengalahkan pesaingnya Khalid Ibrahim yang hanya mendapat 43 undi.
Manakala pencabar terdekatnya Zaid Ibrahim tidak mendapat sebarang pencalonan bagi timbalan presiden di Selangor, namun masih mendapat sokongan di cabang Padang Serai, Bukit Gelugor dan Gelang Patah.
Zaid turut mendapat pencalonan ketiga bagi jawatan presiden di Pontian walaupun beliau hanya berminat untuk bertanding timbalan presiden.

Musa Hassan, a thorn in Hishammuddin’s side

So it is now quite obvious that Musa Hassan is back doing what he is best at -- authoring poison pen letters to fix people up. He did that to Tan Sri Norian Mai and Tan Sri Bakri Omar. He even directed Dato’ Christopher Wan to set up an anonymous blog against Dato’ Johari Baharom, former Deputy Minister of Home Affairs.
THE CORRIDORS OF POWER
Bukit Aman Deep Throat
On 30th September 2010, Malaysia Today published an article entitled “The Cradle of Power Behind The Police Force” (http://malaysia-today.net/mtcolumns/special-reports/34870-the-cradle-of-power-behind-the-police-force) written by someone calling himself/herself Malaysian Police Watch. It is such a copycat piece. There was no originality at all either in the plot or in the script. It is basically a reproduction of what Raja Petra Kamarudin (RPK) had previously written in his series “All roads lead to Putrajaya” dating back to 2007. These days everyone tries to copy RPK’s style of writing, even his own biggest enemy Musa Hassan!
It is unmistakeable that Malaysian Police Watch is a mercenary writer hired by the syndicate angry at those people who had sent Musa Hassan into oblivion. The modus operandi is simple enough, just copy what RPK had said about the BK Tan syndicate and change the time, place and characters. Where RPK had attacked Musa Hassan for being a stooge of that shadowy character, BK Tan, Malaysian Police Watch changed it to Hishammuddin and attempted to link the Minister to Tan Sri Ta Kan Yin.
The logic was simple. Linking bigger names will make their fabricated story more explosive. The warning shots were already fired by Musa Hassan within days of Minister Hishammuddin’s announcement that Musa’s contract would not be extended. Musa then gave an interview with Mingguan Malaysia and accused outside interference in the internal management of Polis DiRaja Malaysia (PDRM). When asked whom he meant, Musa pointed the finger at the Ministry of Home Affairs and Minister Hishammuddin Hussein.
That Musa Hassan would be relentless in his attacks against Minister Hishammuddin is clear from this passage in the article by Malaysian Police Watch:
“After having been unsuccessful to manipulate the untimely removal of Tan Sri Musa Hassan as the IGP six months ago, the Minister of Home Affairs, Dato’ Seri Hishamuddin Tun Hussein had finally pre-empted any move to extend Tan Sri Musa Hassan’s contract of service as the IGP for another one year term. Hishamuddin jumped the gun with a surprise announcement before the media on 1 Sep 2010 that Tan Sri Musa contract of service as IGP would not be extended and that his deputy, Tan Sri Ismail Omar would take over.”
One can see that Musa Hassan is seething with anger. One can see that the syndicate backing him is fearful of the repercussions of their actions and have launched this series of offensives as a pre-emptive strike against Minister Hishammuddin’s attempts with the new IGP to restore PDRM to its core values and functions -- i.e. the maintenance of law of order and the preservation of life and property. Musa Hassan’s tenure as IGP saw PDRM straying from these core values and functions which thus saw the crime index shooting up to unprecedented levels and the morale of PDRM spiralled down to its lowest ebb. Because of this, crime reduction was made one of the National Key Results Area (NKRA). This is testimony that Musa Hassan as IGP had failed to make the country safe.
After firing warning flares against the Ministry of Home Affairs (MHA) prior to his retirement, now already retired Musa and his handlers are launching scud missiles using his agents in the mainstream media like Lourdes Charles of The Star and Ruhaidini Abdul Kadir of Utusan Malaysia and together with former Special Branch Othman Talib they are showing that Musa Hassan cannot be dismissed simpliciter and will not take things lying down. Musa is doing what he does best by “lempar batu sembunyi tangan” to remind Hishammuddin that he will remain a thorn in Hishammuddin’s side.
In that article, the most preposterous allegations were made against the following persons as celebrating Musa Hassan’s retirement: SAC Wan Najmuddin, the new IGP Tan Sri Ismail Omar, the new Deputy IGP Dato’ Hussin Ismail, the CPO of Terengganu Dato’ Shukri Dahlan, retired IGP Tan Sri Norian Mai, Dato’ Ghazali Fauzi, Dato’ Kamaruddin Desa, Dato’ Dell Akhbar and Dato’ Nawawi Ismail.
To spice up the story, the ghost writer alleged that a ‘celebration dinner’ was held at the Kelab Shah Alam was under the patronage of a prominent businessman, Tan Sri Ta Kin Yan. Tan Sri Ta was even portrayed as the head of a syndicate for illegal activities -- i.e. bookies, illegal lotteries, gaming machines, prostitution, drug trafficking, secret societies, ah longs and smugglers.
That article is actually quite hilarious as it is taken right out of RPK’s previous expose’ on the BK Tan-Musa Hassan exploits on PDRM as stated under oath in a Statutory Declaration by Musa Hassan’s own ADC, ASP Azizul, who branded Musa as a “Pengkhianat Bangsa”. Several other officers had also sworn Statutory Declarations against Musa. To silence them, Musa had them charged for fabricating evidence against him.
All these officers have since been acquitted. In defence of these men, Dato’ Ramli Yusuff gave a press conference of the clear and present danger facing the Police Force when its own IGP was not defending the men in blue, but instead defended and colluded with the Attorney- General Gani Patail to free that twice EO detainee Goh Cheng Poh @ Tengku Goh at the bidding of the BK Tan syndicate. These are proven facts, not some copycat conjectures as was done by that ghost writer.
To verify the truth or otherwise of the article by Malaysian Police Watch, we had the Special Branch (SB) boys under Dato’ Zamri Yahya, who is Tun Ahmad Sarji’s son-in-law, to provide their surveillance report, and this is the English translation of what the report states:
1. There was no covert celebration dinner at Kelab Shah Alam;
2. There was an open and transparent buka puasa at Hyatt Saujana since it was Ramadan;
3. Tan Sri Ta Kin Yan was not involved. He did not organize nor even knew about the buka puasa. He was not there at all;
4. Rumour that Pai Kar Lek and a few other kingpins were there is totally untrue. Surveillance, photographs and audio and video recordings of the guests during the buka puasa did not show any prominent Chinese from the corporate world or the underworld;
5. The conclusion to be made is that the article is a fabrication to smear the name of the new IGP and the hierarchy of PDRM.
Now, anyone who knows Dato’ Zamri will know that he is a no-nonsense SB man. He is non-partisan and will tolerate no nonsense. He is so professional that even RPK had written favourably about him when he interrogated RPK during his ISA detention in 2008. These are the kind of officers that PDRM needs to have more men in the same mould as Dato’ Ramli Yusuff.
Incidentally, Dato Zamri had served as the Ketua Cawangan Khas (KCK) in Pahang when Dato’ Ramli was CPO Pahang.
An analysis of the background of the officers and civilians specifically mentioned in the article also disclosed the following:
1. SAC Wan Najmuddin – he was one of the brightest stars in the CID under Dato’ Ramli Yusuff and was earmarked for fast track promotion as he also holds a Masters degree in law. Dato’ Ramli believed in fast tracking promotion of officers with high academic qualifications. When Musa Hassan became IGP, he sidelined Wan Najmuddin and encouraged petition writers from the underworld to make allegations against Wan Najmuddin. Fortunately, the Yang DiPertuan Agong (YDPA) saw him as a charismatic officer and he was made the YDPA’s ADC. Later, when crime escalated and the government decided that the performance of PDRM has to be made one of the NKRA, Wan Najmuddin was made Minister Hishamuddin’s special officer. That is one of the key reasons why crime was curtailed, as Wan Najmuddin was sufficiently experienced to advise the Minister of the ills besetting PDRM. This angered Musa Hassan who became paranoid that Wan Najmuddin was undermining him;
2. The new IGP Tan Sri Ismail Omar and the new Deputy IGP Dato’ Hussin Ismail were named in the article in order to smear and discredit them as being susceptible to manipulations;
3. The CPO of Terengganu Dato’ Shukri Dahlan is known to be an independent minded officer who did not quite get along with Musa Hassan;
4. Retired IGP Tan Sri Norian Mai was the man whom Musa Hassan made a target of poison pen letters at one time when Musa worked closely with Tan Sri Bakri to bring down. As a result, Tan Sri Norian Mai was not given an extension of his service. This came full circle when Musa did the same thing to Tan Sri Bakri;
5. Dato’ Ghazali Fauzi was the Director of KDNKA who was told of Musa Hassan’s involvement with the syndicate by Musa Hassan’s ADC, ASP Azizul;
6. Dato’ Kamaruddin Desa (Kamarudin gemuk) was the officer who discovered Musa Hassan’s hidden hands in crafting poison pen letters against Tan Sri Norian Mai when Kamarudin took over Musa’s office and found deleted these letters in the erased data in the hard disc of Musa’s office computer;
7. Dato’ Dell Akhbar is a celebrated and decorated officer whom Musa disliked. Musa generally disliked officers who would shine more than him. Thus he felt that he would be more prominent if PDRM did not have officers more charismatic than him. Tan Sri Ismail Omar is generally a low profile and humble officer and it was these qualities that Musa Hassan wanted to exploit by having them surround him to make him look good;
8. Tan Sri Ta Kin Yan is a prominent businessman who was disliked by Musa Hassan’s handler BK Tan. It is amusing that the ghost writer would try to implicate Tan Sri Ta just to spice up his story. Tan Sri Ta is known for his philanthropic activities. He is a Chinese community leader whom Minister Hishamuddin has found to be helpful in assisting the police with intelligence on criminal activities. It is this sort of intelligence that BK Tan is afraid of.
So it is now quite obvious that Musa Hassan is back doing what he is best at -- authoring poison pen letters to fix people up. He did that to Tan Sri Norian Mai and Tan Sri Bakri Omar. Musa fixed six of his own rank and file officers and got them charged, and all have been acquitted since. He also fixed Dato’ Ramli Yusuff, only to have the Kota Kinabalu Judge condemning him instead as an unreliable witness. When his contract was not about to be extended, he tried to undermine Tan Sri Ismail from being the new IGP by calling him names. In the recent article, Musa’s agents have begun branding the new IGP as a ‘yes’ man to the Home Minister.
Minister Hishammuddin and IGP Ismail Omar have to be prepared that they will be made the targets of more slanderous attacks. Musa Hassan will not keep quiet or take things lying down. He is intent on being a thorn in Hishammuddin’s side.

Turmoil In PKR Should Open People's Eyes, Says Hishammuddin
KUALA TERENGGANU, Oct 3 (Bernama) -- The turmoil in Parti Keadilan Rakyat (PKR), especially during the party elections, should open the people's eyes to what PKR's struggle is about.
Umno vice-president and Terengganu liaison chief Datuk Seri Hishammuddin Hussein said from what they had seen, the people should be able to judge which party was better for their own future.
"That is why Umno needs to work hard for the people in order to continuously win their hearts," he said after attending a gathering with Marang and Kuala Nerus divisional leaders, here, Sunday.
Hishammuddin said he would ensure that Terengganu would learn from BN's defeat in Terengganu in the 1999 general election which saw the state fall into the hands of PAS so as to prevent a repeat.
He said he would meet with the leaders of all the eight Umno divisions in the state to discuss Terengganu Umno's role in the context of race relations, the Malay agenda and the survival of the party.
"It's time for us leaders to go to the ground together to meet the people and work hard for them," he added.

Restraint over, war of words on Ayodhya begins again

NEW DELHI: Political faultlines on Ayodhya are becoming visible all over again, bringing to an end the brief restraint that greeted Thursday's Allahabad High Court ruling.
The BJP broke its silence a day after SP chief Mulayam Singh Yadav criticized the verdict for being high on belief and faith and low on law and evidence. The saffron party slammed home minister P Chidambaram for saying on Friday that the Ayodhya judgment offered no justification for the "criminal act" of demolishing the Babri Masjid.
In a tough riposte, BJP told the home minister not to jump to conclusions as the matter was in court. "He (Chidambaram) should not judge as to what happened in 1992. The matter is before a court and he should not jump to conclusions. Let the court decide," BJP spokesperson Prakash Javadekar said.
Congress wary RJD may use verdict in polls
While Mulayam had looked to play on perceived Muslim "hurt", Chidambaram had said, "The judgment in no way justifies demolition of the Babri Masjid. In my view, it remains a criminal act."
The remark came in response to a question at a media interaction, but Congress — general secretary Digvijay Singh spoke in the similar vein — maybe having its own reasons for talking of punishment for those responsible for the Babri demolition.
Many in political circles see Chidambaram's statement reflecting a school in Congress that feels action against those responsible for the demolition will enhance acceptability of the Allahabad HC verdict on Ayodhya title suit among Muslims unhappy with the court order. Though a court verdict, Congress leadership is apprehensive of its fallout. It is worried by efforts by rivals to create an impression that as Congress is in power at the Centre, it may have had a role to play in the events.
The effort of SP chief to stoke the angst in the Muslim community by harking to his orders for firing to stop the Babri Masjid from being attacked by kar sevaks in 1990 was also aimed at refreshing memories of the destruction of the mosque when Congress ruled at the Centre.
Congress is keeping its fingers crossed about the strong prospect of RJD's Lalu Prasad taking a leaf out of Mulayam Singh's book as he tries to stop Congress from raiding his Muslim vote bank in the ensuing Bihar poll. Javadekar also targeted Mulayam Singh and LJP chief Ram Vilas Paswan for their remarks after the judgment was pronounced by the Allahabad HC on the title suit.

Three days after a Ram idol was placed under the Babri Masjid's central dome, Prime Minister Jawaharlal Nehru shot off a letter to UP chief minister G B Pant directing that the mischief be undone. His reason: "A dangerous example is being set there, which will have bad consequences."
But Nehru's concerns were overridden by the local administrator, Faizabad's deputy commissioner K K Nayar. Even as he acknowledged that the installation of the idols was "an illegal act", Nayar refused to remove them from the mosque. His reasoning was that "the depth of feeling behind the movement ... should not be underestimated."
It was against the backdrop of this battle between secular and sectarian views that the first of the four title suits was filed on January 16, 1950. In allowing the idols to remain where they were placed on December 23, 1949, and in placing religious sentiment above the rule of law, the Allahabad high court verdict 60 years later seems to have preferred Nayar's position to that of Nehru.
Though thousands of pages in this verdict have been devoted to quotes from Hindu scriptures, it made little effort to examine the illegality of the 1949 act. The mischief played with the idols, in a bid to convert a masjid into a mandir, was central to the adjudication of the title suits.
Yet, the three judges on the bench, despite delivering separate judgments, adopted the common approach of treating the forcible installation of idols as a fait accompli. They did not dare question its legality or validity. This, despite the fact that the bench had, in May 2009, specially called for and placed on record the original file of the district administration that dealt with the 1949 episode.
The verdict could have been radically different had the judges mustered the courage to analyse this crucial issue. Advocate Anupam Gupta, who grilled an array of leaders on the Babri Masjid demolition before the Liberhan Commission, told TOI: "Since the title suits had derived from the installation of idols, the judges would have had to acknowledge that the Hindu claim was based on a patent illegality and that nothing said about the history of the Hindu belief prior to 1949 would have cured this illegality."
In its anxiety to be pragmatic or conciliatory, the high court also pulled its punches on the demolition of the mosque in 1992 although it was a violent interference with the subject of the title suits. While it dwelt extensively on the Hindu "bent of mind" in the context of the belief about the exact location of Ram's birthplace, the high court did not attempt any such analysis of the mentality that propelled the demolition.
As a result, in a major blow to secularism, the high court allowed the vandals of 1992 to turn into the victors of 2010. This has made a mockery of the Supreme Court's 1994 declaration while reviving the Ayodhya title suits after a two-year limbo: "The Hindu community must bear the cross on its chest, for the misdeed of the miscreants reasonably suspected to belong to their religious fold."
Far from bearing the cross for the demolition, Hindu groups seem to have intimidated the high court into coming up with a solution that provides much cause for concern to Muslims and believers of secularism. By accepting faith as the determining factor for allotting the area under the central dome to Hindus, the system has shown no remorse to the affected community.
The high court's refusal to let the illegality of the 1949 and 1992 events have a bearing on the title suits will mean that there can be no closure to the Ayodhya dispute any time soon. Its partition scheme has ended up vindicating, however unwittingly, those very forces that had so brazenly undermined India's commitment to secularism. As jurist Tahir Mahmood puts it, "What had begun as a title suit ended up with a decree of partition. Religious beliefs and sentiments had triumphed over historical facts and legal precepts. The judicial anxiety reflected in the judgment is understandable but its legal tenability is not beyond reproach."
The consolation is that the verdict could have been worse if the judgment delivered by Justice D V Sharma, awarding the entire disputed site of 2.7 acres to Hindus, did not turn out to be a minority view on the bench. Sharma's judgment is an unabashed celebration of the fundamentalist Hindu perspective on the Babri Masjid.
The Ayodhya verdict actually fits into a pattern displayed by the Indian judiciary to suppress inconvenient facts. The Allahabad high court's failure to examine the implications of the 1949 and 1992 events is reminiscent of an infamous omission by the Supreme Court in its much touted judgment upholding Hindutva.
This ideology of Hindu hegemony received judicial approval because the Supreme Court, while equating Hindutva with the liberal ethos of Hinduism, steered clear of the fact that the term had been coined by Veer Savarkar to suggest that India belonged only to those for whom it is both birthplace and sacred land.
Thanks to this vital omission, the BJP derived much legitimacy from the SC verdict on Hindutva. It remains to be seen how, despite the restraint displayed by it for the time being, the BJP will politically leverage the verdict in the Ayodhya case. It is no coincidence that Nayar who defied Nehru's order to remove the idol from the Babri Masjid went on to become an MP of Jan Sangh, forerunner of the BJP.

Gandhi's birthday rings hollow for M'sian Indians
(Malaysiakini) The Human Rights Party Malaysia (HRP) called for the honouring of Mahatma Gandhi's birthday today with a permanent solution and land titles to poor Indian villagers, such as that availed to other communities.
HRP pro-tem secretary-general P Uthayakumar said, “As a permanent solution, we hereby call for all Indian villages and settlements nationwide to be forthwith granted land titles.”
He took to task both Pakatan Rakyat and BN for systematically “ethnically cleansing” the Indians one by one, by either offering them a token sum of cash or nothing at all without looking into solving the problem.
Uthayakumar also criticised the flats offered the Indians saying they were beyond the means of many in the community.
He pointed out that many were trapped in a vicious cycle of poverty that prevented them from obtaining loans, and found their flats auctioned off and themselves back on the streets when they could not make the monthly instalments.

“Unlike for the Indian poor, there are even 507 permanent Chinese new villages with land titles nationwide receiving RM55 million allocation at RM500,000.00 per Chinese village,“ he claimed.
He alleged that there are similarly thousands of permanent villages with land titles for the Malay, Orang Asli, Kadazan and Iban poor.
He lamented that to this day the Indian poor do not have such equivalent benefits, saying they had been denied land titles from the start.
He was equally critical of the Pakatan Perak government that he said granted land for up to 110,000 Malays, Chinese and Orang Asli “but had conveniently forgotten the Indian community”.

Ngeh flays Kula over quit threat

Instead, the state party chairman chose to castigate the Ipoh Barat MP for washing the party’s dirty linen in public when he published damaging statements on microblogging site Twitter.
“I regret that he should announce his intended resignation through Twitter instead of informing the state committee.
“As a responsible leader, we should all follow proper procedures and keep all internal matters within the party,” Ngeh (picture) told The Malaysian Insider this afternoon.
Ngeh and his cousin, Perak DAP secretary Nga Kor Ming, have been blamed for Kulasegaran’s emotional outburst during a special leadership meeting held last night at Kampung Simee near here.
The Malaysian Insider understands that what was supposed to be a discussion on unity, turned into a bitter quarrel between the two feuding factions – Kulasegaran’s camp and the Ngeh-Nga camp.
For months, the two teams have had several run-ins with one another but the climax of their bickering occurred last night when Kulasegaran, who is also the party’s national vice-chairman, stormed off in a huff, leaving behind a threat that he would resign from his state party post.
Ngeh confirmed today that Kulasegaran had indeed mentioned his intention to bail from the state committee during the heated meeting last night but was cajoled to stay by other leaders.
“It was just an informal meeting between a few leaders. In the midst of it... before he left, he expressed his intention to resign and the leaders pursuaded him not to.
“However, he tweeted about it anyway,” said an upset-sounding Ngeh.
After last night’s meeting, Kulasegaran wrote on his Twitter timeline: “Just finished DAP leadership meeting in Ipoh. Sad day as I will announce what is lacking in Perak leadership 2molo n why I have 2 leave 4good.”
Later in the night, he told The Malaysian Insider via SMS that he had no intention to leave the party but was tired of his ongoing charade with the Ngeh-Nga cousins.
“Leaving DAP no way. But going open on internal problems. I am being run down by Ngeh and I can’t take it any more,” he explained.
It was later announced that Kulasegaran would be organising a press conference at 10.30am this morning to go public with his grouses against the two cousins.
More tweets, however, were seen on Kulasegaran’s Twitter account prior to the conference this morning and this time, the leader’s tone had somehow mellowed.
“Very disturbed about having d pc latter. My mind is unsettled as I c factional fight is seeing its ugly head in Perak,” he said in one tweet.
Shortly after that, Kulasegaran cancelled the press conference.
He said in his Twitter message: “Members and supporters asking me to reconsider. I will be away for a week n will then tell all if the need arises.”
In his last tweet at about 2pm, Kulasegaran said: “If ever there comes a time and point where I am no longer able to play any meaningful role, I shall merely retire from politics.”
His words were a clear indication that the veteran leader had likely decided to stay in as the Perak DAP’s deputy chairman.
However, the party is also heading for its state elections this November, and the internal bickering between the two feuding camps is expected to rear its ugly head once again.
Today, Ngeh made it clear that should Kulasegaran still press on with his intention to leave the state committee, he would respect the leader’s decision.
“If he still persists in resigning, we will respect his decision and we would like to thank him for his past services,” he said.
Ngeh also refused to comment on allegations made by Kulasegaran’s camp that the he and his cousin Nga had been attempting to round up their branches to gang up against them.
“There is a proper channel of discussion and a problem-solving process. I hope all party members will abide by the rules to discuss all matters internally,” he said.
As such, Ngeh noted that it was “not true” that the Perak DAP was on the verge of self-destruction.
He acknowledged that there would likely be fierce competition during the coming state party elections but noted that this was healthy in any democratic process.
“Just because there is an election does not mean there is faction-fighting,” he said.
Ngeh added that despite Kulasegaran's outburst, the unity plan between the two camps would still press on through internal discussions.
“As a chairman, I always, at any point in time, want unity in the party. There may be issues sometimes but any issue can be resolved internally,” he said.

Muhyiddin insists NEM protects Malay agenda

The deputy prime minister also stressed each of the National Key Economic Areas (NKEAs) protects Malay participation in the economy.
“Many Bumiputera entrepreneurs have asked where is the Malay agenda in the New Economic Model. I assure the Bumiputera business leaders that NEM is committed to the involvement of the community in the country’s economic sectors.
“We do not need to explain each of the NKEAs to see that the NEM protects Malay and Bumiputera participation In the country's economy,” Muhyiddin (picture) told reporters after attending an event by the Malay Chamber of Commerce and Industry.
The chamber earlier announced that it was launching a “Malay” lab to study the socio-economic status of the community.
“To support the government because Idris Jala has conducted so many labs, the chamber will launch a Malay lab. We have decided to establish a Malay socio-economic lab which will be in line with the government’s Malay agenda,” said its president Syed Ali Alattas.

The deputy prime minister said the lab was in line with government’s policy.

Pemandu has identified 12 NKEAs which include oil and gas, palm oil and related products, financial services, wholesale and retail, tourism, information and communications technology (ICT), education, electrical and electronics, business services, private healthcare, agriculture and Greater Kuala Lumpur revitalisation.
The government will be using recommendations from the NKEA labs to formulate initiatives to transform the nation into a high-income economy though it’s Economic Transformation Program (ETP).

Kulasegaran, who is Ipoh Barat MP, was reported to have wanted to hold the press conference to expose the efforts taken by the "Ngeh-Nga" cousins (Perak DAP chairman Ngeh Khoo Ham and secretary Nga Kor Ming) to weaken leaders who could not see eye-to-eye with them.
Kulasegaran was also expected to voice his dissatisfaction over the state DAP leadership and announce his resignation as state deputy chairman at the press conference.
When contacted by Bernama, he said he was advised to go on leave by the party's leadership.
Kulasegaran also gave a week for the relevant parties to solve the crisis as he left for a holiday overseas.

Soosai to be charged with murder next week
CHENNAI: Alleged fraudster Michael Soosai, the Malaysian fugitive who went into hiding in India about 10 years ago before his capture last month by Tamil Nadu police, will be charged here next week for the murder of a compatriot.
Soosai, 47, will face a charge of killing lorry driver N Subramaniam in Cheyyur, near Kanchipuram district in Tamil Nadu in 2004.
The killing was triggered by a family matrimonial altercation.
"All the court processes are going on, Soosai will be charged in a week's time," Assistant Commissioner of Coimbatore police M Selvarajan told Bernama today.
It is learnt the police have initiated further investigations on the alleged criminal activities of Soosai who was captured in a hotel in Chennai early last month, along with his wife, Rajeswari.
When police raided his house in the state of Andhra Pradesh recently – from where he was said to have conducted cross-border scams – investigators unearthed more falsified documents.
"We found three birth certificates belonging to his children, all falsely created. These documents were from the Hyderabad Municipal Authority but upon checking, they turned out to be false.
"His (Soosai's) name on the birth certificates was Rajasingam. Now, we are also checking his account with an Indian bank here," said Selvarajan.
According to Coimbatore police, Soosai hired an Indian lawyer and sought for bail which was denied by the court.
"We totally opposed bail, we have six cases against him, namely five for cheating and one for murder," said Selvarajan.
Soosai and Rajeswari are in jail in Coimbatore.
The former fugitive is wanted in Malaysia for at least 20 fraud cases, mostly involving false cheques, amounting to about RM1 million, and was also alleged to have faked his own death in Malaysia, about 10 years ago.

"Saya fikir itu pembunuhan secara halus karier politik Tengku Razaleigh (Hamzah), walau bagaimana pun, bagi PAS, kita sedia hadapi siapa sahaja calon (yang dinamakan oleh BN), cuma (Tengku Razaleigh) sebagai seorang veteran dalam parti (Umno) dan meletakkan Tengku Razaleigh (sebagai calon) dalam pilihanraya kecil dalam DUN saya fikir itu merupakan tindakan dari sudut politik jangka panjang, bukan satu tindakan yang betul," ujar Dato' Tuan Ibrahim.

Menurutnya, antara perkara penting yang akan dibincangkan adalah menentukan siapakah calon PAS yang akan bertanding dalam pilihanraya itu.
"Agenda penting adalah kita akan bincang tentang persiapan pilihanraya DUN Galas. Kita sudah kenalpasti di peringkat negeri (Kelantan) ada beberapa tokoh yang kita senarai pendekkan untuk dibuat keputusan diperingkat jawatankuasa (PAS) Pusat yang kita akan angkat kepada Majlis Syura," jelasnya.dalam sidang media yang diadakan selepas majlis perasmian Ijtimak Tarbawi anjuran Pemuda PAS Pusat disini 1 Oktober.
Katanya, PAS akan memilih calon dikalangan anak tempatan kerana menurutnya faktor calon adalah penting dalam pilihanraya kecil pada kali ini.

Ethnic outbidding and red herrings

Ethnic outbidding is a favourite pastime among Umno politicians and they have become very good at some “innovative” ideas. We have been treated to “Ketuanan Melayu” and the declaration that Malaysia is an Islamic state.
Now we are told that as the Malaysian Constitution does not state that the prime minister should be a Malay, there is a chance that of this happening if the opposition coalition captures power at the federal level in the next election.
What are we to make of this “warning”?
First of all, we must distinguish the legal or constitutional aspects from political realities. In all democratic constitutions the person who becomes the prime minister is either directly elected by the people (in a presidential system) or is the leader of the party that has won the majority of seats in the elected house of parliament.
The Malaysian Constitution does not deviate from this basic democratic principle.
In reality, because democracy practices majority rule, in a multi-ethnic society, the prime minister is from the majority ethnic group.
However, this may not always be the case. In political parties that ideologically based rather than ethnic based, there is a strong possibility that the leader of the party would be from a minority group so if that party wins the elections, he or she would become the prime minister. But whether or not a person from a minority group gets elected would depend on the procedures adopted in the party for selecting their leaders.
Thus in India, the Congress Party elected a person from a minority group to be their leader and now prime Minister. In Singapore however, the highly centralized cadre system of the People’s Action Party mitigated against a non-Chinese being selected as leader of the party and prime minister.
When Barrack Obama was elected president of the United States, a lively discussion ensued in the local press about the possibility of a person from a minority group becoming prime minister.
At that time Lee Kuan Yew, the former Prime Minister, revealed that this matter was broached 20 years ago when a person of the right calibre was found.
However, according to the report, Lee left his name out of the list because “he felt Singapore was not yet ready for an Indian prime minister” (Straits Times November 15, 2008).
So much for the party’s creed of multiculturalism and meritocracy.
In Malaysia because Umno is the largest party in the multi-national coalition that has been in power since Independence, the prime minister has been from this party, and because this party is largely Malay, the person has been a Malay and Muslim.
Indeed, the posts of prime minister and deputy prime minister have “traditionally” been filled by the president and deputy president of Umno. The MCA has made repeated requests for a second deputy posts to be created for their leader but this has been rejected. .

Then why is this matter raised at all especially as it has not come from the non-Malay leaders but initiated by Mahathir and taken up by factions within Umno?

Initially the announcement was hailed by non-Malays and members of the international community as a sign that Malaysia was moving away from racial politics. The Economist proclaimed that the prime minister has a dream that the nation’s next leader might well come from the Chinese, Indian or other ethnic minority (June 30, 2000).
Soon it became clear that this was nothing but rhetoric used by him to please his audience.
Within days of this announcement, an article appeared in the press entitled “Non-Malay PM: more rhetorical than real” (New Straits Times June 27, 2000). In this article Abdullah Ahmad explained that Mahathir only stated what was constitutionally correct, nothing more. Why Mahathir chose to raise this matter at the MCA’s annual assembly was never made clear.
According to Abdullah Ahmad, Mahathir’s real concern was the loss of Malay support in the 1999 elections. In that same article Abdullah Ahmad explained that Mahathir was “dramatizing” the issue in order “to create a certain impact within Umno and warning the Bumiputera that unless they stop warring among themselves the possibility of a non-Muslim becoming Prime minister – no matter how remote – exists” We are even more confused.
Why would Mahathir choose to deliver a warning to Malays and other Bumiputera at a meeting of the MCA?
But the matter does not end here. In a recent speech Mahathir again is reported to have issued a warning to Malays that they risked losing political power if the PR captures Putra Jaya from the BN.
How is it possible for Malays to lose political power when it would be through the exercise of their power that a PR government would come into existence?
It seems that Mahathir has resorted to yet another one of his twists and turns to argue his case. He is, intentionally one suspects, linking Umno with the myth of Malay political superiority in order to convince the public that they should vote for Umno and the BN.
The issue of a non-Malay prime minister is a red herring to distract people from asking the real question: what is the source of Malay political supremacy and why does it reside only in Umno?
Instead of dealing with the real issues, these leaders create bogeyman which they frighten us with. In this case the argument they offer runs like this: Umno gained for the Malays a position of political supremacy which is now in danger of being diluted because the PR leadership, though Malay and Muslim, is not working in the interests of the Malays.
The issue of the non-Malay prime minister is brought up in order to discredit the PR leadership. These leaders, though Malay and Muslim are accused of being “not really independent and a tool of others”.
So also PAS leaders have been accused of not abiding by their Islamic principles.
It seems strange that Umno which had always taken a more moderate middle ground with regard to political Islam has shifted to a position which makes PAS seem more moderate than Umno.
In the past voters were told not to vote for PAS candidates because of their strong Islamic principles – it was claimed that once they took power they would integrate Islamic values into all aspects of Malaysian society. But now we are told not to vote for PAS candidates precisely because they have shifted their extreme position to one that is more accommodating.
All this would be laughable if it did not have potentially a sinister side to it. In claiming Malay political superiority, Umno leaders have conveniently forgotten that even when they have won their seats in Malay-majority constituencies they have done so by getting the support of the non-Malay vote especially in straight fights between Umno and PAS.
In the 1999 and in elections Khoo Boo Teik pointed out that Umno’s parliamentary representation was less than the combined number of seats held by its coalition partners.
“The mutual access that Umno and its non-Malay coalition partners enjoyed came to Umno’s rescue in the ethnically mixed constituencies, in a reversal of past trends when it was the non-Malay component parties that needed saving. Ironically that result merely restored Umno’s unquestioned dominance of the BN framework” (Democracy and Elections in Malaysia, 2005) ,
A similar result happened in the 2008 elections when Umno was rescued by it partners in Sabah and Sarawak. As Khoo points out, the results of the 1999 elections hold dire implications for Umno “relevance” to the Malay electorate.
The results of the 2008 elections have all but shattered the illusion of Umno as the institutional party of government. The only way it can regain its position in the political system is to take an extreme pro-Malay stance, instilling fears of losing their political power as a way to unite the Malays under their leadership.
It is in this light that one should view the possibility of some groups taking up the issue of a non-Malay prime minister to demand that the constitution be changed to ensure that the prime minister is both Malay and a Muslim.
The fact that such a requirement is contained in some state constitutions with regard to the Mentri Besar, makes such a demand not as far-fetched as it otherwise might be.
It must also be borne in mind that as the space for public participation increases it also allows for the growth of civil society organizations that are organized along ethno-religious lines.
In such a situation there is a real danger of ethnic outbidding reaching a level where any remark, however innocuous, is interpreted in racial terms.
It is important that the PR political leadership not fall into the trap where they find themselves having to “prove” they are more pro-Malay than Umno by supporting such a constitutional amendment.

Ethnic outbidding is a favourite pastime among Umno politicians and they have become very good at some “innovative” ideas. We have been treated to “Ketuanan Melayu” and the declaration that Malaysia is an Islamic state.
Now we are told that as the Malaysian Constitution does not state that the prime minister should be a Malay, there is a chance that of this happening if the opposition coalition captures power at the federal level in the next election.
What are we to make of this “warning”?
First of all, we must distinguish the legal or constitutional aspects from political realities. In all democratic constitutions the person who becomes the prime minister is either directly elected by the people (in a presidential system) or is the leader of the party that has won the majority of seats in the elected house of parliament.
The Malaysian Constitution does not deviate from this basic democratic principle.
In reality, because democracy practices majority rule, in a multi-ethnic society, the prime minister is from the majority ethnic group.
However, this may not always be the case. In political parties that ideologically based rather than ethnic based, there is a strong possibility that the leader of the party would be from a minority group so if that party wins the elections, he or she would become the prime minister. But whether or not a person from a minority group gets elected would depend on the procedures adopted in the party for selecting their leaders.
Thus in India, the Congress Party elected a person from a minority group to be their leader and now prime Minister. In Singapore however, the highly centralized cadre system of the People’s Action Party mitigated against a non-Chinese being selected as leader of the party and prime minister.
When Barrack Obama was elected president of the United States, a lively discussion ensued in the local press about the possibility of a person from a minority group becoming prime minister.
At that time Lee Kuan Yew, the former Prime Minister, revealed that this matter was broached 20 years ago when a person of the right calibre was found.
However, according to the report, Lee left his name out of the list because “he felt Singapore was not yet ready for an Indian prime minister” (Straits Times November 15, 2008).
So much for the party’s creed of multiculturalism and meritocracy.
In Malaysia because Umno is the largest party in the multi-national coalition that has been in power since Independence, the prime minister has been from this party, and because this party is largely Malay, the person has been a Malay and Muslim.
Indeed, the posts of prime minister and deputy prime minister have “traditionally” been filled by the president and deputy president of Umno. The MCA has made repeated requests for a second deputy posts to be created for their leader but this has been rejected. .

Umno Ready For Opposition's Onslaughts
He said although the Opposition might mislead and sow the seeds of discords among the people, Umno would answer them diplomatically.
The people could now judge for themselves the antics of the Selangor and Penang governments, which eventually threw their administrations in disarray, he told reporters at an Aidilfitri open house hosted by the Terengganu Umno Liaison Committee at Dataran Putra, Kampung Raja here Saturday.
On the appointment of Tengku Razaleigh Hamzah as the Barisan National election director for the by-election, Hishammuddin said he was selected based on his vast experience.
He said Umno president Datuk Seri Najib Tun Razak would discuss with Tengku Razaleigh on the possibility of fielding him as the BN candidate in the by-election.
On the security of the by-election, he said as the constituency could only be reached through one access road, it would be easier to provide security in the area.
The Galas state seat fell vacant following the death of its incumbent, PAS' Che Hashim Sulaima, 48, on Monday from cancer.
