When has ' 1 Malaysia ' becomes..' 3 ' Malaysia.. ?

Just saw this card recently.

All is not well with "1Malaysia" ... now skip to "2 Malaysia" ... do not pass 'GO' ... go straight to [JAIL] "3 Malaysia".

What will they think of next?
